내가 한국에 있을 때 자주 들었던 말이 있다.
"요즘 세상엔 간첩이 어딨어?"
"간첩 그딴건 5공 시대 때나 얘기."
근데 간첩이 없는 나라가 있나? 미국의 CIA, 영국의 MI6, 러시아의 FSB, 한국의 국정원 등등.. 국가 대내외 사회와 상황들을 감시하고 정보를 빨리 취득해 유리한 국익으로 가져오는 행위 자체가 간첩 행위이고 위에 열거한 첩보기관들 자체가 간첩들을 운영하고 있는 기관이다. 한 국가나 단체의 비밀이나 상황을 몰래 알아내어 경쟁 또는 대립 관계에 있는 국가나 단체에 제공하는 사람이라는 사전적 의미를 갖고 있지만 정치, 경제와 같은 종목부터 산업에 이르기까지 이 정보화 시대에 정보력 확보는 필수이기에 간첩이 없다는 것은 전혀 말이 안 되는 얘기다. 넓게 포함하면 각국의 대사, 영사 뿐 아니라 외교관들 자체가 모두 간첩의 범위에 해당된다. 다만 Official cover 냐, Non-official cover 냐의 차이일 뿐이다. Official cover는 우리가 흔히 말하는 각국의 대사, 영사 뿐 아니라 외교관들을 말한다. 이들은 합법적인 신분으로 대놓고 들어가 비교적 공개적인 정보수집을 진행하는 요원들이다.
그러나 Non-official cover는 우리가 익히 알고 있는 그 공작원들이다. 정보 수집 외에 부서에 따라 암살, 파괴공작, 사보타주 등을 실행하기도 하는 공작원들인 것이다. 영화 007 시리즈의 제임스 본드, 미션 임파서블 시리즈의 톰 크루즈가 연기하는 이단 헌트, 본 시리즈의 주인공 제이슨 본 모두 간첩을 연기한 영화들이다. 그리고 여기에 북한 무장공비나 다양한 형태의 사보타주를 일으키는 자들 또한 Non-official cover 에 속한다. 그 중에 가장 두드러진 간첩들은 미국 CIA이다. 이들은 간혹 요인암살, 그리고 폭동과 봉기를 조장해 사회적 불안감을 심고 이를 배후조종하여 역사적인 사건의 발단을 일으킨다. 프랑스의 역사학자 로제 샤르티에(Roger Chartier)는 <Roger Chartier and the New Possibilities of History (로제 샤르티에와 역사학의 새로운 가능성)>에서 이와 같은 Non-official cover의 행위를 Black History 라 규정하며 "역사적 사건 배후에 숨어있는 사람들(People hiding behind historical events)"이라 규정했다.
2000년 이후의 현대사를 볼 때, CIA와 영국의 MI6은 수없이 많은 논란과 현대의 역사 속 배후에 숨어있는 사람들임을 자처했다. 최근으로 본다면 2004년 우크라이나 오렌지 사태, 2014년 유로 마이단 폭동 등은 CIA와 영국의 MI6의 개입 정황이 매우 뚜렷한 대표적인 사건들이다. 전 세계를 무대로 CIA와 MI6이 대놓고 활동하고 있는 상황에 비해 우리 한국은 어떨까? 우리 한국은 북한과 아직 전쟁 중인 국가이며 세계사에 있어 휴전 상태가 가장 긴 기네스북을 날마다 경신하고 있는 국가이다. 그런 상태에서 어쩌면 우리는 날마다 불안한 상황의 하루하루를 보내고 있는 셈이다. 그러한 상황에서 간첩이 없다는 것은 아주 허무맹랑한 소리다. 종전된 것도 아니고 공식적으로는 아직도 전쟁 중인 국가에 간첩이 없다는게 말이 되는 얘기일까? 다만 긴 휴전이 진행되고 있는 상태에서 아슬아슬한 평화를 맞이하고 있는 상황이고 그 평화에 매일 안전불감증을 느끼며 맞이하고 있는게 현실이다.
간첩이라고 하는 것을 아마 연세 드신 어르신들이나 그 의미를 모르는 사람들은 무장공비 같은 것을 떠올일지도 모르겠다. 아마 간첩은 모두 무장공비일 것이라고 생각하는 것이 맞을 것이다. 그러나 이런 사람들이 영국의 MI6 정보요원 제임스 본드에 열광한다. 그런데 냉정하게 말하자면 그는 영국 간첩이며 그가 하고 있는 행위는 엄연히 간첩 행위이다. 더불어 그것이 영화이기 때문에 멋지게 포장하고 있는 것일 뿐이다. 21세기 들어 인터넷이 발달하고 각종 프로그렘이 넘쳐나는 첨단 IT 시대가 도래했다. 이제는 클릭 한 방이면 모든 것을 검색하고 찾아볼 수 있는 편리한 시대가 된 것이다. 그리고 그 시대는 점차 진화하고 있다. 그런데 간첩과 간첩 행위도 시대에 맞춰 진화(Evolution)하고 있다는 사실을 깨달아야 한다. 무슨 쌍팔년도처럼 땅굴 파고 침투하거나 무장을 하며 무지막지하게 침투하던 무장공비 남파간첩의 시대는 끝났다.
그런 무지막지한 때가 아닌 지금은 안방에 앉아서 온갖 인터넷 및 첨단 IT를 활용하여 온갖 사보타주를 조장하고 간첩질을 할 수 있는 시대가 되었다. 이들은 점차 교묘해지고 대범해지고 있다. 여권만 잘 위조하면 대한민국에 숨어 들어와 사회주의 사상을 강조하고 획책하며 댓글부대에 참여해 내분을 조장한다. 그와 더불어 각종 해킹을 감행해 은행전산망을 마비시키도 하는 한편, 카카오톡이나 각종 메신저도 어디선가 훔쳐보고 있다. 자금이 부족해지면 보이스피싱 등의 IT 범죄로 자금을 충당하여 첩보 활동에 쓰고 대한민국의 평범한 국민이자 여행자, 노동자인척 양의 탈을 쓰고 인터넷 상에서 국민들 사이에 이간질을 획책하며 끊임없이 내부 분열로 인한 붕괴를 꾀하고 있다. 어떤 사건이 있으면 시류에 편승해 상대를 인신공격하는 것도 마다하지 않으며 대한민국에서 취득한 수많은 개인정보들을 활용해 아이디들을 만들어 온갖 조작에 참여하고 있다.
모두들 명심할 것은 앞으로도 AI와 IT의 첨단화 시대에 맞춰 간첩행위도 교묘해질 것이며 간첩 또한 그에 맞춰 최첨단으로 진화 (Evolution)해 앞으로 솎아내기도 힘들 것이다. 아직도 북한이나 중공 간첩을 경계해야 하는 이유다.
