러시아의 대선 투표 분위기가 다른 대선 때와는 완전히 다르게 나타나고 있다. 대 우크라이나 전쟁과 더불어 반푸틴, 반러 세력의 선거 방해, 미국이나 집단 서방의 반푸틴, 반러 세력에 대한 지원, 게다가 이번이 마지막일지 모르는 푸틴의 5번째 연임에 대한 도전 등, 여러 사건들이 발생했다. 미사일 포탄과 드론이 날아다니는 우크라이나 전선에서 1,000Km 이상 떨어진 모스크바를 비롯해 러시아 곳곳에서 투표함에 녹색 잉크를 붓기, 기표소 방화, 화염병 투척 등 이전에 볼 수 없었던 최악의 사보타주 사건들이 벌어지고 있다. 우크라이나 매체 스트라나.ua와 rbc 등 러시아 언론에 의하면 러시아 대선 투표 첫 날인 15일과 둘째 날 16일에 일부 지역에서 투표소가 설치된 공공 건물에 화염병이 날아들었다. 그러한 소동에 기표소가 방화로 불타게 되었고 각지에서 투표함에 녹색 잉크가 투척되며 선거 방해 행위가 이어지고 있었다.
이와 같은 선거방해 행위는 러시아 형법 제141조(선거권 행사 또는 선거관리위원회 활동의 방해) 1항과 2항에 의하면
"선거권 행사 또는 국민투표 참가를 방해하거나 비밀투표 위배행위를 하거나 선거관리위원회 또는 국민 투표 실시위원회의 활동을 방해한 자는 200,000 루블 이하 또는 18월 이하의 임금 또는 기타 수입에 해당하는 벌금, 또는 1년 이상 2년 이하의 교화, 또는 6월 이하의 구류, 또는 심각한 경우 5년 이하의 징역형에 처한다."
라고 되어 있다. 예전에는 거의 볼 수 없었던 사건들이 이번 대선에서 계속 발생하는 이유에 대해서는 2년이 넘도록 진행된 우크라이나 전쟁에 대한 반대와 수감 중에 돌연사한 알렉세이 나발니의 죽음에 대한 저항으로 알려졌다. 전국 각지 기표소에 불을 지른 뒤 이를 휴대폰으로 찍는 할머니가 있었고 투표함에 녹색 잉크를 부은 뒤 이를 촬영하는 20대 여성, 그리고 화염병 투척 순간을 기록하는 여학생 등 사건을 저지른 당사자들을 보면 초조해하거나 불안해하는 모습들이 아닌 뭔가 신념에 차 있는 모습들이기도 하다. 투표소 방화사건을 본다면 모스크바와 상트페테르부르크에서 투표소가 설치된 학교로 화염병이 날아들었고, 우랄 지역 한티만시 자치구에서는 한 여성이 화염병으로 투표함에 불을 지르려고 했다. 15일 첼랴빈스크에서는 80대 여성이 투표소에서 폭죽을 터트렸고, 투표소의 기표소가 불타는 영상이 인터넷에 올라오기도 했다. 그러나 이 같은 행위는 방화, 기타 인명살상의 위험을 초래하는 행위로 명백히 테러 행위에 간주된다.
러시아 형법 테러 관련 조항을 보면 205조 1항에는
"권력기관 또는 국제기구의 결정에 영향을 주기 위한 목적으로 폭발, 방화, 기타 인명살상의 위험을 초래하는 행위, 막대한 재산적 손해를 초래하는 행위, 또는 기타 사회적으로 위험한 결과를 발생하게 행위를 행하거나, 위와 같은 목적으로 위와 같은 행위의 협박을 행한 자는 8년 이상 12년 이하의 징역형에 처한다."
라고 되어 있다. 여기에 선거 방해 공작까지 하여 이와 같은 행위들을 저지른 자들은 두 죄목 모두 합산해 17년 형에 처해질 수 있다.
엘라 핌필로바(Эла Пимпилова) 러시아 선관위 위원장이 밝히길 이틀 전, 16일 20개 지역의 29개 투표소에서 조직적인 투표 방해 사건이 발생해 214개 투표함이 훼손됐다면서 투표함의 보안을 강화할 것을 언급했다. 팜필로바 위원장은 투표함에 녹색 액체를 부은 사람은 선거 방해 혐의로 최고 5년의 징역형에 처해질 것이라면서 그들은 돈을 받고 이와 같은 쓰레기 짓을 했다며 분노를 감추지 못했다.
그리고 녹색 잉크 테러에서 녹색이 주는 상징성이 존재한다. 지난 달 옥중에서 사망한 나발니는 2017년 괴한으로부터 녹색의 살균제 테러를 당해 실명할 뻔한 사건이 있었다. 러시아 선관위 측은 녹색 잉크로 훼손된 투표함은 봉인한 뒤 새로운 투표함을 설치, 투표를 계속하도록 조치했다. 물론 녹색 잉크로 젖은 투표 용지를 두고 표결이 유효한 것으로 인정할지에 대한 여부는 추후 논의된다. 이같은 범죄를 저지르고 체포된 뒤 사건을 저지른 이유를 본다면 모스크바에서 투표함에 녹색 잉크를 부은 여성은 우크라이나의 정보 기관에 속았다고 진술했다. 즉, 우크라이나의 정보 기관의 사주를 받았다는 직접적인 범인과 증인을 확보한 셈이다. 다른 잉크 테러를 저지르려는 순간 체포된 한 남성은 은행 대출을 해주겠다는 약속을 전화로 받고 이같은 행위를 하게 됐음을 진술했다. 또 다른 여성은 3만 루블을 받는 것으로 제안을 받았다는 것이다. 그리고 그 배후에 모두 우크라이나 정보 기관이 있고 우크라이나 정보 기관의 배후에는 미국과 집단 서방이 있다.
이러한 녹색 잉크 테러가 모스크바를 비롯해 보로네시, 로스토프, 카라차이-체르케시야, 크림반도의 심페로폴 등 각기 다른 지역에서 동시다발적으로 발생했다는 것에 있다. 따라서 당사자들의 진술을 믿을 수 없으며 형량을 낮추기 위해 불쌍한 척 연기를 하는 것일 수도 있다는 것이다. 따라서 이 모든게 의도적이고 조직적인 도발이라는 주장이다. 게다가 러시아의 투표를 방해하기 위해 이를 겨냥한 우크라이나 군의 강한 공격이 이어졌다. 헤르손 주 카호프카와 브릴료프카 투표소에는 15일 우크라이나군의 포탄이, 자포로제 지역에선 드론이 날아들어 투표가 중단되었다. 또다른 도시에서는 투표소 인근 쓰레기통에 설치된 즉석 폭발 장치가 폭발했고, 베르단스크에서도 유사한 폭발 사건이 발생했다. 게다가 러시아 국경 도시를 겨냥한 우크라이나 군의 포격도 이어지고 있다. 벨고로드 주 주지사인 뱌체슬라프 글라드코프(Вячеслав Гладков)는 16일 텔레그램을 통해 우크라이나의 미사일 공격으로 주민 2명이 사망하고 3명이 다쳤다고 적시했다. 그리고 그와 같은 공격이 러시아의 사기를 약화시키기는게 아니라 자신들이 희생자이며 러시아군이 우크라이나에 대해 더욱 공세를 강화해야 한다고 믿게 만들었다. 대부분의 러시아인들은 그들이 우리에게 겁을 주고 있지만, 자신들은 여기에 꺾이지 않을 것이라면서 푸틴 대통령에게 한 표를 던지겠다고 말하며 오히려 러시아 전체를 단결시키게 만드는 결과를 불러왔다. 결국 그러한 결과가 개표를 앞두고 출구조사에서 87.97%의 푸틴 대통령 압승을 불러오고 있다. 이런 수준이면 현재 개표가 진행되고 있지만 80% 이상의 득표는 가볍게 넘을 것으로 예측되고 있다.
