여러 가능성을 놓고 봤을 때, 괴한들이 체포되기 전, 나는 이 테러 용의자들이 중앙아시아 출신일 것으로 예측했다. 본래 중앙아시아, 특히 우즈베키스탄 남부 테르메즈 (우즈베키스탄-아프가니스탄 국경 도시)와 타지키스탄-아프가니스탄과 가까운 지역, 여기에 현재도 IS 및 극단주의 잔당들이 활약하고 있는 곳인데 이 지역의 상황이 경제적으로 썩 좋지 않아 러시아-우크라이나 전쟁에서 러시아군의 용병으로 들어가 체첸 아흐마트 부대에 편성되어 전투에 참여했다. 이들은 러시아 측으로부터 막대한 보수를 받아 가족들에게 송금해 연명했고 러시아에는 취업 비자 형식으로 들어가 참전했기 때문에 법적으로는 아무런 문제가 없기도 했다. 대개 이 국가들 시민들이 러시아에서 주로 3D 업종으로 가거나 러시아 군에 용병으로 참전하는 것이 일상이다. 그런 자들이 집단 서방이나 우크라이나가 막대한 자금을 주고 테러를 기획시켰다면 그 또한 충분히 가능한 일이다.
러시아는 이들의 움직임을 알고 있었기에 중앙아시아 육로 국경과 공항 등에서 보안 검색을 일찌감치 강화했었고 카자흐스탄 측 국경을 통과하여 육로로 러시아에 입국하거나 항공으로 입국하는 것은 사실상 불가능했을 것이다. 그렇다면 러시아로 이들이 쉽게 들어올 수 있는 창구는 카자흐스탄 악타우에서 배를 타고 카스피 해를 도하해 아제르바이잔 바쿠로 들어와 러시아 다게스탄 공화국 데르벤트 국경으로 육로 입국하는 것이다. 악타우에서 바쿠를 왕래하는 선박들은 대개 화물선들이 많고 승객들도 화물선을 타고 들어간다. 워낙 중앙아시아와 아제르바이잔의 물동량이 많아 테러리스트들이 신분을 숨기고 암약하기에 그만한 곳이 없다. 즉, 아제르바이잔과 다게스탄 사이에는 러시아 천연가스, 석유를 비롯한 각종 자원들이 왕래하고, 그 행렬이 이란까지 이어지기 때문에 러시아 FSB의 감시가 다른 지역보다는 약한 편이다.
