워싱턴포스트에서 밝혀낸 미국 펜타곤 기밀문건의 내용 중 해외에 주둔하고 있는 러시아군을 공격하기 위해 충격적인 내용도 들어가 있는데 이같은 내용에 대해 "바이러시아 21"에서도 TOP 기사로 발표한 바 있다. 이에 대한 내막에 대해 언급해 보고자 한다. 러시아군이 시리아에 주둔한 것은 2015년 9월 30일부터 시작되었다. 미국 주도의 시리아 내전에서의 공습이 IS에 대한 타격에 성공하지 못한 것으로 입증되자 시리아의 동맹국인 러시아는 시리아 내 라타키아 항 근처의 공군 기지에 자국의 전투기와 장비들을 보내기 시작했다. 이는 IS 및 반군과의 내전에서 패배 직전에 몰린 바샤르 알 아사드 대통령 정부를 지원하기 위해서다. 이러한 러시아군의 지원은 아사드 대통령 정권을 기사회생시켰다. 시리아는 중동과 아프리카 지역 최대의 정치 협의체인 아랍연맹(Arab League)에 재가입하는 것을 기대할 수 있을 정도로 최근에는 친 서방주의를 표방하는 주변 국가들과의 관계를 개선에 나섰다.
시리아 내전이 격화되고 러시아-우크라이나 전쟁이 벌어지는 현재까지도 이는 해결되지 않았다. 그렇기 때문에 우크라이나는 러시아군을 상대로 결정적인 타격을 주지 못하게 되면서 다른 우회적 전략으로 러시아군에게 타격을 주려했다. 그래서 나온 것이 시리아에 주둔하고 있는 러시아군에 공격 작전 및 테러, 사보타주(비밀 폭파작전)와 같은 부분이다. 먼저 무인항공기인 드론을 이용해 시리아 내 러시아군의 주요 군사 시설이나 러시아 관련 석유 인프라 등을 타격하는 것을 목표로 삼았고 무인함정인 드론 보트를 이용해 러시아가 옛 소련 시절부터 운용하고 있는 시리아 서부 해안의 타르투스 해군기지를 목표했다. 이어 시리아에서 활동하는 민간 용병업체인 바그너 그룹의 기지를 노리며 바흐무트에서 전투 중인 바그너 그룹의 사기를 저하시키려 했으며 시리아 북동부의 쿠르드족 민병대인 시리아 민주군(SDF)의 전사들을 동원해 러시아 관련 시설물들을 폭파한다는 마치 테러와 같은 행위들을 기획했다고 폭로되었다.
그러나 이 같은 테러 작전은 실제로 실행되지 않았다. 젤렌스키가 2022년 12월 29일에 작전 계획을 전면 중단시켰던 것이다. 이에 대해 워싱턴포스트는 "우크라이나가 미국의 압박 및 보급로 문제가 걸려 있고 드론 공격의 한계성과 공격 성공에 대한 의구심 등 여러 이유로 공격 작전을 주저했던 것으로 평가된다"고 하였다. 만약 우크라이나가 실제로 작전을 수행했다면, 시리아 지역에서 미국을 표적으로 한 러시아의 맞대응이 촉발되어 미국 또한 참전할 수 있는 명분이 세워졌을 수 있음을 예측했다. 이러한 우크라이나의 대응 수위가 가장 높을 것으로 예상된 목표물들은 시리아 라타키아 공항 내 '러시아군 핵심 시설', '석유 및 가스 시설', '바그너 그룹' 기지 순서였다. 여기에서 다소 충격적인 사실 하나가 등장하게 된다. 바로 "러시아 민항기 납치 작전"이다. 이는 영국의 네티즌들이 조직한 탐사보도 매체인 <벨링캣(Bellingcat)>에 의해 처음으로 폭로된 이 작전은 우크라이나 정보국이 지난 4월 21일에 납치 작전을 주도했던 전 정보국 요원인 로만 체르빈스키(Роман Червінський)를 권한 남용 혐의로 체포하고 키예프 대법원에 기소했다.

체르빈스키는 지난 2022년 7월 돈으로 매수한 러시아 민항기 조종사로 하여금 항공기가 고장난 것처럼 관제탑을 속인 뒤에 기수를 우크라이나로 돌려 카나토보 공항에 비상 착륙할 수 있도록 하는 유도 작전을 진행했다. 하지만 예정된 날인 7월 23일 여객기 대신 러시아군의 미사일이 날라와 계획은 무산된다. 그 결과로 인해 현장에 출동해 있던 우크라이나군 부대장이 전사하고 군인 17명 부상, 전투기 2대 파괴, 활주로와 장비, 건물이 크게 손상되었다. 당시 러시아의 FSB는 우크라이나가 러시아 조종사를 매수하고 여객기 납치 계획을 사전에 분쇄했다면서 관련 영상을 공개했으며 조종사가 이같은 계획을 알림으로써 러시아가 사전 대비를 했던 것이다. 이는 우크라이나 정보국의 가장 뼈아픈 작전 실패였던 것이다. 오히려 이는 작전 실패로만 끝나지 않고 러시아군의 보복 미사일 공격으로 인해 카나토보 공항에 출동한 부대의 부대장이 사망하고, 공항 시설도 다수 파괴되었던 것이다. 결국 이같은 야만적인 <러시아 민간 항공기 납치 사건>은 다행히 미수로 끝났고 결국 국내뉴스에 전혀 알려지지 않은 이 사건은 펜타곤 기밀문서가 나타나면서 비로소 폭로되었다.
