[브레이크뉴스=양영석 기자] 홍태용 김해시장이 사단법인 한국매니페스토실천본부에서 실시한 ‘2024년 전국기초자치단체장 공약이행 및 정보공개 평가’에서 최우수등급(SA)을 획득해 시민과의 약속인 공약사업 이행을 가장 잘하는 기초자치단체장으로 선정됐다.
지난 2월 8일부터 시작된 공약이행 평가는 지난 9일 결과 발표까지 90여 일간에 걸쳐 진행되었으며 전국 기초자치단체에 제출한 민선8기 공약 이행 평가표와 재정 확보 자료 및 누리집에 공개된 공약 관련 자료들을 모니터링하고 이행 실적 및 자료 검증을 통해 이루어졌다.
평가항목은 ▲공약이행완료 분야(100점) ▲2023년 목표달성 분야(100점) ▲주민소통 분야(100점) ▲웹소통 분야(Pass/Fail) ▲공약일치도 분야(Pass/Fail)로 총 5개 항목이며 평가 항목에 따른 세부지표별로 평가하고 이를 총 100점 만점으로 환산해 총 5단계(SA, A, B, C, D)로 평가했다.
시는 공약이행완료 분야에서 완료된 공약 17건, 이행 후 계속 추진되고 있는 공약 38건, 정상 추진 공약 84건, 일부 추진 5건으로 총 144건의 공약 중 55건의 공약이 완료·이행돼 전국 평균 34.26%, 경남 평균 27.79%보다 높은 38.19%의 공약 이행률을 보였다.
종합 평가 결과 최우수등급(SA, 총점 83점 이상)을 받은 곳은 안양시, 부천시, 광명시, 고양시, 신안구, 해운대구 등 총 81곳(시 28곳, 군 19곳, 구 34곳)이며 경남 도내에서는 김해시와 통영시가 유일하다.
김해시는 공약 수가 6대 분야 144개로 전국 226개 기초자치단체 중 10번째로 많음에도 불구하고, 2023년 목표달성 분야 및 주민소통 분야 등 전 분야에 걸쳐 높은 점수를 받았다.
특히 도내 최초 공약이행평가 시민배심원제도를 운영해 공약실천계획 수립 과정에서 시민들의 참여를 확대하는 등 체계적이고 민주적인 공약실천체계를 확립했다.
