세종시 ‘중·소형 폐가전 수거 체계 구축을 위한 유관기관 간담회’가 지난 5일 열렸다.
세종시의회 김현옥 의원은 이날 세종시청 및 E-순환 거버넌스, 공동주택관리사 협회 그리고 세종시 아파트 입주자대표 연합회 관계자가 참석한 가운데 간담회’를 갖고 구축에 나섰다.
이번 간담회는 세종시의 진정한 자원순환 사회 실현을 위한 폐가전 맞춤형 수거 체계 구축 방안을 논의하기 위해 마련됐다.
이날 자리에는 김은희 세종시청 자원순환과 과장과 이종민 E-순환 거버넌스 선임, 박상희 공동주택 관리사협회장, 김판영 세종시 아파트 입주자대표 연합회장 등이 참석해 의견을 나눴다.
김 의원은 일상생활의 편의성을 높여주는 가전제품에 상당한 양의 주요 자원이 사용되고 유해 물질도 다수 포함되어 있다"며"올바른 배출과 자원재활용이 필수지만, 중·소형 가전의 경우 배출 일자와 장소 등을 맞추는 데에 불편함이 있어 ‘세종시 폐가전 맞춤형 수거 체계’ 구축이 필요하다"고 강조했다.
이종민 E-순환거버넌스 선임은 환경부에서 시행하는 대형 폐가전 무상수거제를 시행하는 와중에 중·소형 폐가전 배출 관련 불편 민원이 지속돼 2022년부터 맞춤형 수거제를 시행해 왔다"며 "당시 세종시에서도 16개 단지가 참여했다"고 설명했다.
또 이후 참여 단지가 점차 늘어나 현재 66개 단지(의무관리 대상 공동주택 208개 중 32%)가 참여 중"이라며"최근 2년 연속 세종시의 중·소형 가전 배출량은 전국 1위로 폐가전 맞춤형 수거 체계가 반드시 확대돼야 한다"고 강조했다.
김은희 자원순환과 과장은 시민들의 원활한 배출을 위해 공동주택 단지별 수거 거점을 마련해 배출 편의성을 제고해야 한다"며 "유감스럽게도 많은 시민이 ‘폐가전 맞춤형 수거제’를 인지하지 못하고 있어 홍보방식 개선을 위해 노력하겠다"고 덧붙였다.
박상희 공동주택 관리사 협회장은 수거 거점 마련에 대해 외부 환경으로부터의 피해와 안전을 고려해 지하 주차장 내 차량 1대 정도의 공간 확보를 제안했다.
또 "이러한 제도 시행 시, 주민들에게 올바른 안내와 홍보가 가능하도록 시청 담당 부서와 관리사무소 간 충분히 소통해 달라"며 당부했다.
김판영 세종시 아파트 입주자대표 연합회장은 "입주 완료한 공동주택 단지 내 수거 공간을 추가 조성하기 어려우므로, 공동주택 설계단계부터 폐가전 수거 공간을 구획할 수 있도록 조례나 지침을 마련해야 한다"고 주장했다.
마지막으로 김현옥 의원은 “폐가전 맞춤형 수거 체계 구축 이전에 시민들의 올바른 폐가전 배출을 통한 자원순환 필요성에 대한 공감대 형성이 선행돼야 한다."며 "수거 거점 조성 시 차량접근의 용이성과 안전성 그리고 미관을 저해하지 않도록 고려해야 한다”고 말했다.
