[브레이크뉴스=주윤한 기자] 거창군 에콜리안 친환경대중골프장이 8년 6개월만에 군민의 품으로 돌아왔다.
군은 13일 올림픽파크텔에서 구인모 거창군수, 조현재 국민체육진흥공단 이사장 등 관계자 7명이 참석한 가운데, 국민체육진흥공단과 에콜리안 거창친환경대중골프장 조기인수 협약을 체결했다.
이번 협약은 2023년 8월 ‘새정부 공공기관 혁신가이드라인’과 ‘기능조정부문 혁신계획’에 따라 국민체육진흥공단에서 운영하던 에콜리안 골프장을 지방자치단체에 이관하는 조기인수 사전 의향 조사에 거창군이 적극적으로 대응하며 체결하게 됐다.
에콜리안 친환경대중골프장은 귀족 스포츠로 인식되었던 골프 스포츠의 대중화를 목표로 국민체육진흥공단과 지방자치단체가 공동으로 투자해 폐관, 쓰레기매립장, 폐군사격장 등 유휴부지를 활용해 조성한 9홀 규모의 골프장으로 거창군을 포함해 전국에 광주광산, 영광, 제천, 정선 등 5개소가 운영되고 있다.
가조면 석강리에 조성된 에콜리안 거창골프장은 거창군이 부지를, 공단이 시설을 조성해 2036년까지 운영권을 갖고 투자금을 회수하는 조건으로 거창군에 기부채납 했으며 2016년에 개장해 현재까지 운영해 오고 있다.
특히 거창에콜리안은 다양한 코스와 유리한 기후환경, 합리적인 가격 등으로 연간 4만명이 넘는 방문객이 찾을 만큼 전국 5개소 에콜리안 중 가장 사랑받는 곳으로 알려져 있다.
거창군은 2019년부터 골프장의 조기 이관을 위해 문화체육관광부와 국민체육진흥공단을 방문하고 국회의원 간담회를 개최하는 등 다각적인 노력을 기울여 왔으며 23년부터 1년에 걸친 상호 조율 끝에 이번 협약의 결실을 맺게 됐다.
이번 협약을 통해 거창군은 2025년부터 에콜리안 거창군 골프장의 관리·운영권을 인수해 직접 운영하며 운영 수익금을 통해 공단의 미회수 투자금을 6년에 걸쳐 분활 상환할 예정이다.
구인모 거창군수는 “이번 협약으로 에콜리안 골프장을 거창군의 공공 스포츠 복지시설로 완전하게 가져오게 됐다”며 “조례제정과 운영 조직 마련 등의 행정절차를 잘 마무리해 거창군 공공스포츠복지시설로 잘 운영해 나갈 것이다”고 말하며 군민들의 관심과 격려를 부탁했다.
