[브레이크뉴스경기남부=수원 이현준기자] 수원시 새빛민원실 베테랑 공무원들이 ‘학교환경개선 협력사업’의 적정성 여부를 검토했다.
효율적인 공사 방안을 제시해 올해 상반기에 10억 원이 넘는 사업비를 절감하는 성과를 거뒀다.
학교환경개선 협력사업은 교육청과 기초지자체가 협력해 학교의 교육환경을 개선하는 것이다. 학교 출입구 개선, 승강기 설치, 옥상방수, 체육관 바닥 보수, 탄성포장 시공 등이다.
수원사 학교환경개선 협력사업 신청 건수는 매년 60여 건에 이르고, 예산은 120억 원에 달하는데, 담당 공무원 1명이 모든 사업을 검토(심의)해야 해 어려움이 많았다. 또 행정직 공무원이 토목, 건축 분야 사업의 원가, 설계, 공법의 적정성을 검토하는 건 한계가 있었다.
올해 상반기부터 새빛민원실 베테랑 공무원들이 지원에 나섰다. 행정·토목·건축 사회복지·환경직 베테랑 공무원 9명이 경험과 노하우를 활용해 사업의 적정성 여부를 검토했다.
2024년 학교환경개선 협력사업 65건 중 5억 원 이상 사업을 대상으로 분야별 전문 베테랑 공무원이 현장 실사를 했고, 꼼꼼하게 심의한 후 효율적인 공사방안을 제시하며 사업을 재검토할 것을 권고해 총 10억 원이 넘는 사업비를 절감했다. 절감한 사업비는 다른 학교환경개선사업에 추가로 반영해 학생들에게 더 많은 혜택이 돌아가도록 했다.
수원시는 베테랑 공무원을 활용해 매년 학교환경개선 협력사업의 적정성을 검토할 예정이다. 5억 원 이상 사업뿐 아니라 소규모 사업까지 검토를 확대할 계획이다.
수원시 관계자는 “다양한 직렬로 구성된 베테랑 공무원들이 장점을 살려 학교환경개선 협력사업의 예산 집행 과정 투명성과 전문성을 높였다”며 “학생들에게 더 많은 혜택이 돌아갈 수 있도록 꼼꼼하게 검토하겠다”고 말했다.
