2004년 건축된 이 학교 실내 체육관(750㎡)을 전면 보수하고 무대와 화장실, 샤워실 등 140㎡를 증축하는 데 필요한 총사업비 19억9100만원 가운데 시가 5억 9800만원을 지원하는 계획을 세운 뒤 교육부에 특별교부금 12억 6700만원 지원을 요청했다.
시는 13일 이 같은 계획이 교육부에 전달되도록 9월 4일 용인교육지원청에, 지원청은 5일 경기도교육청에 공문을 보냈다.
올해 개교 100주년을 맞은 원삼초등학교는 오랜 역사만큼 시설 곳곳이 노후해 학생 안전을 위한 개선이 시급했다.
특히 실내 체육관은 부식이 일어난 지붕과 천정에서 여름 장마철에 비가 새고 벽체와 바닥재가 들뜨는 등 안전사고 우려가 컸다. 체육관 내부에 화장실이나 샤워실이 없어 불편했고 지역주민이 이용하기에도 제약이 많았다.
또 무대나 방송 장비가 없어 각종 행사를 진행하려면 시설과 방송 장비를 그때마다 대여해야 했다.
시는 원삼초 인근에 SK하이닉스가 122조원을 투자해 반도체 제조공장(팹, FAB) 4기를 건설하는 용인반도체클러스터가 들어서는 만큼 우수 인재 유치나 공교육의 완성도를 높이기 위해서라도 선제적으로 시설을 개선해야 한다는 입장이다.
특히 100년 전통의 역사를 지닌 원삼초가 지역주민 화합을 위한 생활체육공간으로 활용되려면 시설을 반드시 개선해야 한다고 강조하고 있다.
교육 환경 개선에 앞장서고 있는 이상일 시장은 지난해 12차례 지역 내 188개 초·중·고교장과 학부모회장들을 만나 학교별 현안을 청취한 데 이어 올 상반기에도 7차례에 걸친 190개 학교장 간담회를 열어 의견을 수렴했다.
이 시장은 간담회에서 나온 의견과 원삼초 100주년 기념사업회의 환경 개선 건의 등을 종합한 결과 신속한 리모델링이 필요하다고 판단, 지난 6월 17일 장상윤 사회수석과 오석환 교육부 차관을 만난 자리에서 원삼초 체육관 리모델링 사업비 지원을 요청한 바 있다.
앞서 이 시장은 지난해에도 7월과 10월 장상윤 전 교육부 차관 등을 만나 시의 주요 현안을 설명하고 ‘교육부 학교환경개선 특별교부금 지원을 요청하는 등 교육 현장의 문제 해결에 적극 나서고 있다.
이 같은 노력으로 시는 지난해 ▲역북초등학교 체육관 증축(25억 600만원) ▲백봉초등학교 체육관 증축(8억 1300만원) ▲원삼중학교 급식소 증축(7억 9500만원) 등 총 41억 1400만원의 교육부 특별교부금을 확보했다.
올해 초엔 포곡중학교 체육관 보수사업에 14억원을 확보했다.
원삼초 체육관 리모델링에 대한 교육부의 검토 결과는 10월 말 발표될 예정이다.
