[브레이크뉴스경기남부=수원 이현준기자] 수원시는 처음으로 주택 재개발·재건축 후보지를 공모한다.
공모 기간은 9월 25일부터 내년 4월 30일까지이다.
공모 대상은 법령·조례상 정비구역 지정 요건과 토지등소유자의 동의율을 충족하고, 구역 지정을 희망하는 지역이다. 토지등소유자 50% 이상 구역 지정을 희망하는 지역, 신탁사 사업시행방식은 토지등소유자 3분의 2 이상 동의를 얻은 지역이 응모할 수 있다.
수원시는 10월 7일 권선구청(오전 10시)·팔달구청(오후 3시), 10월 8일 장안구청(오전 10시)·영통구청(오후 3시)에서 후보지 공모 관련 주민설명회를 연다.
정비사업 추진 주체는 동의서 징구 전 수원시 도시정비과에서 동의서에 번호를 부여받아 해당 동의서를 사용해 징구해야 한다. 투명성을 높이고, 주민 알권리를 강화하는 조치다.
동의성 징구 후 주민들이 내년 4월 30일까지 후보지 신청을 해야 한다. 수원시는 6개월 동안 사전검토·협의 후 내년 10월 후보지를 선정할 예정이다. 법령·조례상 구역 지정 요건을 활용해 물리적 여건을 수치화하고, 구역 여건·특성·추진 의지 등을 종합적으로 평가한다.
선정된 후보지는 정비계획 기본 방향을 제시해 신속하게 정비구역으로 지정되도록 지원한다. 전문성과 자금력을 갖춘 신탁사가 사업을 적극적으로 주도할 수 있도록 특례제도를 적용해 사업 동력을 확보하고, 정비사업 진행 속도를 높인다.
투기 세력이 유입되는 것을 차단하기 위해 권리 산정 기준일을 공모 공고일로, 건축허가 제한일을 후보지 선정일로 지정한다.
수원시 관계자는 “행정기관이 주도하는 수직적인 도시정비가 아닌, 수평적인 도시정비로 수원 도심을 재창조하겠다”며 “시민들이 바라는 미래 도시의 모습을 시민 주도로 만들어갈 수 있도록 적극적으로 지원하겠다”고 말했다.
수원시는 최소 5년에서 10년까지 걸리던 신규 정비구역 지정기간을 2년으로 단축하기 위해 ‘정비구역 주민제안 방식’을 도입한다. 기존 10년 주기로 정비예정구역을 지정하던 방식에서 2년마다 시민 누구나 정비구역 지정을 제안할 수 있다.
