[브레이크뉴스경기남부=수원 이현준기자] 경기주택도시공사는 하남 교산 주민생계조합과 3기 신도시 하남 교산 GH구역의 현장관리 용역계약을 체결했다.
2022년 공공주택특별법 시행령 개정후 주민생계조합과 발주처 공공기관간 지장물 철거공사를 둘러싼 갈등을 해결하고 현장관리 용역 중심의 소득지원에 양측이 합의한 이후 실제 계약까지 이른 최초의 사례다.
주민생계조합은 앞으로 3년간 하남 교산 GH구역 내 불법 공작물 설치와 법령상 허가되지 않은 개발행위 방지, 화재 및 각종 사고 예방을 위한 현장관리, 철거전 지장물 노숙자 무단거주 감시, 불법 쓰레기 투기행위 차단 등의 업무를 맡게 된다.
이번 계약은 약 11억 원 규모로 현장관리를 위해 8명의 조합원을 고용하고, 사업이익이 발생할 경우 조합원 192명에게 균등하게 분배하기로 했다. 일부 조합원이 혜택을 보는 기존 계약 형태와 달리 조합원 전체가 공정하게 이익을 나눌 수 있는 방안을 마련했다는 점에서 의미가 있다고 GH측은 강조했다.
이에 앞서 하남교산 지구 GH-주민조합 상생협약은 ‘2024년 경기도 적극행정 경진대회’에서 공공기관 부문 1등상인 최우수상을 수상한바 있다.
한편 GH와 주민생계조합은 이날 용역 계약을 하면서 경기도 청년들을 지원하기 위해 경기도 자립준비지원 전담기관에 300만 원을 기부했다.
GH 김세용 사장은 “하남교산 생계조합과의 현장관리 용역계약은 신도시 조성 과정에서 발생하는 지역주민과의 갈등을 적극 행정을 통해 해결한 모범사례가 될 것”이라며 “GH는 개발사업자를 넘어 지역사회 갈등을 조정하고주민 복리 이익에 최선을 다하는 공공기관의 역할을 다할 것”이라고 전했다.
