라오스를 방문한 윤석열 대통령이 10일(현지시간) "한·아세안 정상회의 '포괄적 전략동반자' 관계가 수립됐다"며 "이로써 한·중·일 3국 모두 아세안과 최고 단계 파트너십을 완성했다"고 밝혔다.
윤 대통령은 이날 오후 라오스 비엔티안 국립컨벤션센터(NCC)에서 열린 '아세안+3(한·중·일)' 정상회의에서 이같이 말한 후 "한·중·일 3국 협력을 아세안(ASEAN·동남아시아국가연합) 도약 기회로 삼아야 한다"고 강조했다.
그러면서 지난 5월 서울 한·중·일 정상회의를 언급 후 "아세안+3 한 축을 담당하는 한·중·일 협력 매커니즘 복원은 좋은 신호"라며 "한·중·일 3국 협력을 아세안+3 협력과 선순환 구조로 강화해 아세안+3를 도약시킬 기회가 됐다"고 말했다.
윤 대통령은 아세안과 제도적·미래분야 협력·인적 연계성 등 3가지 분야에서의 협력에 방점을 찍은 가운데 "협력보단 경쟁·분절화가 팽배하고 초국가적 위협이 모든 인류 일상을 위협하기에 이르렀다"며 아세안+3 협력 필요성을 거듭 강조했다.
이어 "우리 정부는 '치앙마이 이니셔티브 다자화(CMIM)' 실효성을 대폭 제고키 위한 합의를 주도한 끝에 올 5월 그 결실을 볼 수 있었다"며 "아세안+3 비상쌀 비축제에 대한 기여를 올해 2배로 늘려 식량 위기 대비 연계성·회복력 증진에 힘쓰고 있다"고 밝혔다.
'CMIM'은 총 2400억불 규모 지역 금융안전망으로 유사시 요청국 통화와 지원국 달러를 교환하는 다자간 통화스와프인 가운데 한국측 분담 비율은 16%(384억불)로 올 5월 신속금융 프로그램(RFF)을 신설해 자연재해 등 긴급 외부충격 시 조건없는 소규모·단기 자금 지원이 가능해졌다.
더불어 윤 대통령은 "한·중·일 간 사업으로 시작된 '한·중·일+아세안 대학' 간 학생 교류 지원 프로그램 '캠퍼스 아시아' 규모를 2배 확대하겠다"고 밝혔다.
