브레이크뉴스 정민우 기자= 한국마사회가 12월 31일까지 3개월간 경주마 관계자 및 기타 경마산업종사자를 대상으로 ‘공정상담 및 자진신고기간’을 운영한다.
이번 자진신고기간은 비위에 연루된 관계자들에게 과거의 잘못과 단절할 수 있는 기회를 제공하고 보다 투명하고 건전한 경마시행의 기반을 마련하기 위해 운영된다.
자진신고 범위는 한국마사회법과 경마시행규정에 따른 금지행위로 △부정한 목적으로 경주마의 전 능력을 발휘시키지 않거나, 기수에게 부당한 기승법을 지시∙가담한 경우 △경주마의 우승가능성에 대한 정보를 특정인에게 제공하는 행위 △말의 실 소유자가 아닌 마주와 해당 말의 위탁관리계약을 체결하거나, 자격이 없는 말을 경주마 등록 또는 출주시키는 행위 △ 마권을 구매·알선 또는 양수하는 행위 등이다.
자진신고기간 내에 신고하는 경우 신고의 투명성, 조사 태도에 따라 관련 규정에 의거하여 제재 감경을 받을 수 있다. 또한, 외부 수사기관에서 처벌 받는 경우에도 최대한 정상참작이 되도록 할 예정이다.
그러나 자진신고기간 종료 후 적발된 사안에 대해서는 규정을 엄격하게 적용할 예정이다.
자진신고를 희망하는 경우 서울·부경·제주 경마공원 내 공정관리부에 직접 방문하거나 전화 및 메일을 통해 할 수 있으며, 가족이나 지인을 통한 대리 신고도 가능하다.
한국마사회 송대영 경마본부장은 “공정상담 및 자진신고기간 운영을 통해 일시적 과오를 저지른 경마관계자들이 반성과 더불어 새롭게 출발할 수 있는 계기가 되길 바란다”며 “앞으로도 한국마사회는 공정경마를 위해 지속적인 모니터링과 엄정한 조사를 통해 공정하고 투명한 경마가 시행 될 수 있도록 최선을 다하겠다”고 전했다.
