브레이크뉴스 정민우 기자= 한국수산자원공단 이춘우 이사장이 취임 이후 3년간 지출한 업무추진비 10건 중 9건은 식비인 것으로 나타났다. 특히, 임직원 간담회 명목으로 반려동물 카페와 야외 라운지 음식점 등에서도 법인카드가 결제된 것으로 확인되면서 업무추진비 사적 사용 의혹이 일고 있다.
더불어민주당 송옥주 국회의원이 한국수산자원공단으로부터 제출받은 자료에 따르면 이춘우 이사장은 2021년 11월 29일 취임 이후 올해 6월까지 업무추진비로 3667만원(164건)을 사용했다. 이 중 3497만원(149건)으로 식사비, 125만원(13건)은 다과비, 30만원(1건) 행사물품비 구입 비용으로 사용했다.
지난해와 올해 이사장의 업무추진비 편성 예산은 1200만원이다. 이사장은 취임 이후 1개월간 49만원을 사용했고, 2022년에는 1526만원, 2023년 1152만원을 사용한 것으로 집계됐다. 올해는 6월 기준으로 900만원을 사용했다.
이사장 취임 이후 전체 업무추진비 164건의 집행사유를 보면 ‘내부 업무 조정 및 격려’가 1226만원(34건)으로 가장 많았고, △임직원 업무협의 및 간담회 1202만 원(46건) △유관기관 업무협의 711만원(44건)의 등이었다.
반면, ‘업무 관련 행사’는 522만원(39건)에 불과해 기관의 고유 사업 목적보다는 단순 임직원 외식비로 활용되고 있다는 지적이다.
이사장이 업무추진비로 식사한 식당은 각종 고급일식당, 고급한식당, 코스요리 식당 등이 포함됐다. 또한, 공단 임직원 간담회를 명목으로 고양이가 있는 반려동물 카페, 야외 라운지 음식점, 오션뷰 카페 등에서 업무추진비를 사용했다.

기타공공기관이 준용해 사용해야 하는 ‘2024년 기획재정부의 예산편성기준’을 보면 업무추진비를 집행하고자 하는 경우에는 집행목적, 일시, 장소, 참석자 등을 증빙서류에 기재하여 사용용도를 명확히 해야 하며, 건당 50만원 이상의 경우에는 주된 상대방의 소속 또는 주소 및 성명을 증빙서류에 반드시 기재하도록 하고 있다.
하지만, 이사장 업무추진비 중 일시 및 장소, 참석자가 포함된 증빙서류가 있는 내역은 2022년 5월 실시한 노사간담회 1건에 불과했다.
이에 송 의원은 “현행 공단의 업무추진비 관리규정을 보면 예산의 관리 및 통제가 전혀 이뤄지지 않고 있어 국민 혈세가 깜깜이 집행되고 있는 상황”이라며 “이번 일을 계기로 농해수위 산하 공공기관을 대상으로 업무추진비 집행 적절성 여부 등 전수조사가 시야 할 것이다”고 말했다.
