정동영 의원(과방위 위원)은 대통령 후보를 지낸, 현역 의원이다.
정동영 의원은 지난 10월 25일 가진 국회 과학기술정보방송통신위원회(과방위) 종합감사에서 “국가의 운명을 가를 AI전쟁에, 대규모 예산·인력 등 국가총동원령을 내려야 한다”고 주장했다. 이 자리에서 유상임 과기정통부 장관에게 “’과학기술 25년 R&D예산은 2023년과 동일한 29.7조원’이라면서, R&D투자를 강화하여 과학기술 글로벌 탑3에 진입하자”라고 요구 했다. 이어 “미국(2023년 AI R&D, 27.5억 달러(약 3.8조원))과 중국(2023년, AI R&D 21.1억 달러(약 2.9조원)) 정부는 후발 국가들과 격차를 벌리기 위해 한해에만 수조원 이상을 AI R&D에 투자하고 있다”면서 “우리 정부에서 2025년 국회로 넘어온, 정부 AI 예산은 1.8조원, 과기정통부 AI예산은 1.26조원으로 AI 선진국에 비하면 매우 부족한 실정이다”고 지적했다.

이 질문에서 “미국과 중국이 사활을 건 AI 패권 경쟁에 돌입해 있습니다. 미국은 중국과의 AI 기술 격차를 벌리기 위해서 국가 총력을 기울이고 있습니다”고 전제하고 “2년 전에 AI 국가위원회를 출범시키는데 이어서 한 달 전 9월 미국 AI 데이터센터 TF를 만들었습니다. 백악관이 주도합니다. 국가경제위원회, NEC, 그리고 NSC 등의 주도하고 백악관 부실장도 참여하면서 이제 에너지장관, 상무장관, 그리고 이제 엔비디아, 오픈 AI 같은 빅테크 기업들이 참여해서 하는 일들이 AI 데이터 센터 개발 지원을 위한 정책 조정, 그리고 기업과 정부 간의 단일 창구 지정, 그리고 부지 확보라든지 전력 확보라든지 대규모 AI 데이터 센터 건설 전략, 뭐 이런데 지금 집중하고 있는데요. 우리도 지금 지난 달에 AI 국가위원회는 만들어졌는데 이런 데이터센터 TF, 필요합니다. 필요하다면 만들어야 되는 거 아닙니까”라고, 따졌다.
이어 “AI 국가위원회는 장관이 10명이나 되고 전문가 30명이나 됩니다. 너무 좀 거대한 협의 회의체고 대통령 위원장인데. 미국이 AI 국가위원회 말고 이렇게 데이터센터 TF를 만들어서 발 빠르게 움직이는 건, 미국을 재빠르게 벤치마킹하고 따라갈 필요가 있다고 생각합니다. 결국 핵심은 속도입니다. 그러니까 지난 1997년 12월에 김대중 대통령이 되고 이 정보화를 추진할 때 당선자 시절에 최초로 소프트뱅크의 손정의 회장을 최초의 외빈으로 초청해서 어떻게 하면 산업화에서 뒤진 대한민국을 정보화에서 앞서가게 할 수 있는 전략을 조언해 달라, 그런 그림을 당선자 시절부터 그려서 바로 착수해서 속도감을 가지고 초고속 인터넷 세계에서 제일 빠른 나라를 만듦으로써 결국 인터넷 뱅킹, 전자상거래, 검색 포탈, SNS, IPTV, 온라인 교육, 게임, 전자정부, 모든 영역에서 이제 앞서감으로써 일본을 제칠 수 있는 경쟁력을 확보했습니다.”면서 “AI 기술 경쟁에서도 결국 속도라고 생각합니다. 그러니까 국가 AI 위원회를 만들었다고 해서 다한 게 아니라 미국이 데이터 센터 TF를 만들었듯이 좀 발 빠르게 움직일 필요가 있다라고 생각합니다”고 덧붙였다.
