윤석열 대통령이 지난 3일 밤 10시 28분 비상계엄을 선포하고, 국가의 본질적 기능을 마비시키는 종북 반국가 세력을 일거에 척결하겠다고 밝힌 가운데 박안수 계엄사령관이 '위반시 영장없이 체포와 처단'이 가능한 계엄 포고령 1호를 발표했다.
