[브레이크뉴스=주윤한 기자] 거창군은 10일 행정안전부 주관으로 개최된 ‘2024년 지자체 인구감소 대응 우수사례 경진대회’에서 우수 지자체로 선정되어 국무총리상을 수상하는 쾌거를 안았다.
‘지자체 인구감소 대응 우수사례 경진대회’는 지역 주도로 이뤄지는 인구감소 대응 사업의 성과를 각 지자체와 공유하고 국민의 관심을 높이기 위해 행정안전부에서 2022년부터 열리고 있다.
거창군은 올해 행정안전부가 선정한 광역 시도 3개와 기초 시군구 10개의 우수 지자체에 선정되어 이남열 전략담당관이 경진대회에서 ‘이방인에서 이웃으로’ 주제로 외국인 계절근로자 도입을 통해 농촌지역의 소멸 위기 대응 사례를 발표했다.
군은 인구감소와 고령화, 일손 부족으로 심각한 농촌 현실을 극복하기 위해 외국인 계절근로자를 도입했으며 전담팀과 전문상담실 설치, 항공료 선지원, 전용 기숙사 건립, 소통 시스템 마련 등 다양하고 안정적인 외국인 계절근로자 유입 방안을 마련했다.
이를 통해 외국인 계절근로자를 2022년 62농가 246명, 2023년 97농가 322명, 2024년 159농가 506명을 유치하고 2025년 700명, 2030년까지 2,000여명을 확대 운영할 계획으로 농촌지역 소멸 위기에 대응했다는 평을 받았다.
특히 지역 주도로 인구감소 대응을 추진한 성과와 실적이 우수할 뿐 아니라 다른 지역의 사업·정책 등과 연계 가능성 및 지속적인 성과 창출 가능성이 높이 평가됐다.
거창군은 민선 7기 인구교육과를 신설해 청년, 교육과 인구 정책을 펼쳤으며 민선 8기 전략담당관을 신설해 지방소멸 대응 전략사업 발굴, 의료·임신·출산·육아 기반 및 정주 여건을 개선을 통해 지속 가능한 미래 거창을 만들어 가고 있다.
구인모 거창군수는 “2024년 지자체 인구감소 대응 우수사례 선정으로 국무총리상을 수상하게 되어 매우 기쁘다”며 “지방소멸 및 인구감소 대응을 위해 다양한 사업을 지속적으로 발굴해 추진하고 의료·출산·육아 기반 조성 등 정주여건 개선을 위해 노력하겠다”고 말했다.
한편 거창군은 민선 7기부터 추진한 다양한 인구 정책의 결실로 지난 3월 도내 군부 인구 1위를 달성하고 지난 11월에는 거창군 인구감소 대응 정책 우수사례를 OECD 본부에서 소개해 국제적으로 인정받았다.
