243개 지방의회를 대상으로 전수평가가 최초로 실시된 이번 종합청렴도 평가는 의정활동·의회운영에 대한 설문결과인 ‘청렴체감도’와 반부패 시책 추진실적을 평가하는 ‘청렴노력도’, 그리고 ‘부패사건 발생현황’을 종합적으로 검토하여 종합청렴도를 1~5등급 사이로 산출한다.
경주시의회는 청렴체감도 3등급, 청렴노력도 2등급, 부패사건 0건으로 경상북도 시의회 중 유일하게 종합청렴도 2등급으로 평가받아, 75개의 기초 시 의회 중 상위권에 위치했다.
특히 2023년 4등급으로 평가받은 청렴노력도가 2등급으로 크게 상승한 것이 종합청렴도 1단계 상승에 큰 영향을 미쳤다.
이동협 경주시의회 의장은 “청렴도 향상을 위해 부패방지 교육 등 다양한 노력을 펼쳐 작년보다 좋은 결과를 얻을 수 있었다.”고 평하면서, “우수사례를 벤치마킹하고 지역주민 및 공직자가 부당하다고 느낄 수 있는 상황을 근절함으로써 2025년에는 더욱 신뢰받는 의회를 만들어 나가겠다.”고 밝혔다.
