논산시(시장 백성현)는 지방재정 혁신의 성과를 인정받아 ‘제17회 대한민국 지방재정 대상’에서 행정안전부 장관상을 수상하며, 2022년 대통령상, 2023년 행정안전부 장관상에 이어 3년 연속 수상이라는 쾌거를 이뤘다고 26일 밝혔다.
이번 수상은 논산시가 발표한 사례인 ‘신재생에너지, 신채권이 되다’가 높은 평가를 받은 결과다. 논산시는 전국 최초로 신채권 발굴을 통해 세입 증대를 이루는 독창적이고 효율적인 방안을 마련하며 지방재정의 새로운 가능성을 제시했다.
해당 사례는 논산시 세무과 김송희 주무관의 창의적 아이디어에서 시작됐다. 체납세금 관리 과정에서 압류할 채권이 없거나 실효성이 낮아 세수가 늘어나지 않는 문제를 해결하기 위해 신재생에너지와 연계한 신규 채권 발굴 방안을 고안, 체납 관리의 효율성을 대폭 개선했다.
