강호동 농협중앙회장이 2025년을 맞아 농업소득 증진과 농촌 활력화, 양곡산업 경쟁력 강화, 신성장동력 창출에 대한 강한 의지를 밝혔다. 변화와 혁신을 두려워하지 말고 과감한 결단을 통해 실행력을 높여야 한다고 강조했다.
강 회장은 1월 2일 오전 신년사에 앞서, 2024년 12월 29일 무안공항에서 발생한 여객기 참사로 희생된 피해자와 유가족에게 깊은 애도를 표했다. 그는 "삼가 고인의 명복을 빌며, 사랑하는 가족을 잃으신 농업인과 유가족 여러분께 깊은 위로의 말씀을 드린다"고 말했다.
강 회장은 "2025년은 우리에게 매우 중요하고 절박한 한 해"라며 "'새로운 대한민국 농협' 추진 동력을 배가하고 농업소득 증진과 농촌 활력화의 가시적인 교두보를 마련해야 한다"고 밝혔다. 그는 "우리 모두는 '변화와 혁신'을 두려워하지 말고 과감한 결단을 통해 실행력을 높여가야 한다"며 다섯 가지 경영 방향을 제시했다.
강 회장은 "농업인 실익 증진을 통해 농업에 희망을 불어넣고 농업소득 3000만원의 초석을 다져야 한다"며, 중앙회는 농축협 경제사업 활성화와 영농 지원을 위한 자금을 16조원까지 증대하고 지자체 협력사업 예산을 800억원까지 확대해 농업소득 증진을 뒷받침할 것이라고 말했다.
그는 또한 "농촌인력중개센터를 320개까지 늘리고 공공형 계절근로 사업도 90개까지 확대해 적기 영농인력 공급에 최선을 다하겠다"며, 농촌 고령화 현실을 감안해 농작업 대행사업을 확대하고 광역농기계 센터를 30개소까지 늘려 농업인 영농 편익을 증진할 것이라고 강조했다.
강 회장은 "농축협 지속 발전을 위한 지원체계를 한층 고도화하는 한 해가 되어야 한다"며, 농축협 중장기 발전계획을 수립하고 연간 100개 농축협에 맞춤형 컨설팅을 실시하여 합리적 의사결정을 지원하겠다고 밝혔다. 그는 기업여신 및 공동대출에 대한 심사 기능을 강화하고 권역별 채권 관리 전담 조직을 운영하여 연체 관리에 전력을 다할 것이라고 언급했다.
그는 "농업인의 삶의 질 향상을 통한 행복 농촌 구현에 지혜를 모아 주시기 바란다"며, 쌀 소비 촉진과 양곡산업 경쟁력 강화에 변함없는 매진을 당부했다. 또한 "글로벌 농협 도약을 위한 미래 경영 추진으로 신성장 동력을 창출해야 한다"며, 성과 부진 계열사는 강도 높은 혁신을 통해 사업 경쟁력을 강화하고 수익성을 제고해야 한다고 강조했다.
강 회장은 "올해는 UN이 정한 '세계 협동조합의 해'"라며, "우리 농협은 농업·농촌을 기반으로 하여 60여 년 성장의 역사를 써 내려왔다"고 역설했다. 그는 "우리 농협이 받아온 과분한 사랑을 국민 여러분께 돌려드려야 한다"고 말하며, "올 한 해 동주공제의 정신으로 '희망 농업, 행복 농촌 구현'이라는 공동의 목표를 위해 최선을 다한다면 국민 여러분께서도 '새로운 대한민국 농협'을 체감할 것"이라고 덧붙였다.
마지막으로 강 회장은 "2025년은 신명나는 조직문화 구현을 위해 힘을 모아야 한다"며, 성과주의 인사와 열린 경영으로 조직 역량을 극대화하고 경쟁력을 높여나갈 것이라고 강조했다. 그는 "일선 농축협과 조합장님들의 목소리에 귀를 기울이고, 농협의 뿌리는 하나라는 마음으로 중앙회와 계열사, 중앙회와 농축협, 노사가 상호 존중하고 상생하는 풍토를 통해 하나되는 농협을 만들어 가자"고 당부했다.
강 회장은 "새로운 한 해를 시작하면서 기대감과 함께 여러 상황을 살펴보면 걱정도 많으신 것으로 알고 있다"며, "하지만 우리에게는 위기를 기회로 만드는 DNA가 있다. 새해 농업과 농협 발전에 헌신하겠다는 열정과, 길이 없으면 만들어 가겠다는 변화와 혁신의 의지를 모아 힘차게 출발하자"고 격려했다.
Nonghyup's Kang Ho-dong ‘Let's create a bridgehead to increase agricultural income’
-2025 New Year's Address ‘Don't be afraid of change and innovation, and enhance execution through bold decisions’-
Kang Ho-dong, Chairman of Nonghyup, expressed his strong commitment to improving agricultural income, revitalising rural areas, strengthening the competitiveness of the grain industry, and creating new growth engines in 2025. He stressed the need to enhance execution through bold decisions and not be afraid of change and innovation.
Prior to his New Year's address on the morning of 2 January, Kang expressed his deepest condolences to the victims and bereaved families of the 29 December 2024 airliner disaster at Muan Airport. ‘I would like to express my deepest sympathies to the farmers and bereaved families who lost their loved ones,’ he said.
‘The year 2025 is a very important and urgent year for us,‘ said Kang, adding, “We need to double the momentum of the ”New Korean Nonghyup’ and create a tangible bridgehead for increasing agricultural income and revitalising rural areas.’ ‘All of us must not be afraid of ‘change and innovation’ and make bold decisions to enhance execution,’ he said, laying out five management directions.
‘We need to inject hope into agriculture and lay the foundation for 300 billion won in agricultural income by enhancing farmers‘ livelihoods,’ Kang said, adding that the NFPA will increase funding for agricultural cooperative economic projects and farming support to 16 trillion won, and increase the budget for local government cooperation projects to 80 billion won, to help boost agricultural income.
‘We will increase the number of rural manpower brokerage centres to 320 and public seasonal work projects to 90 to ensure timely supply of agricultural manpower,‘ he said, adding that in light of the aging rural population, the central committee will expand the farm work agency business and increase the number of regional agricultural machinery centres to 30 to improve farmers’ farming convenience.
‘It should be a year to further enhance the support system for the sustainable development of agricultural cooperatives,’ Kang said, adding that the ministry will establish a mid- to long-term development plan for agricultural cooperatives and provide tailored consulting to 100 agricultural cooperatives annually to support rational decision-making. He noted that the ministry will strengthen the screening function for corporate loans and joint loans, and operate a dedicated debt management organisation for each region to manage delinquencies.
‘I ask you to gather wisdom in realising a happy countryside by improving the quality of life of farmers,’ he said, calling for unwavering commitment to promoting rice consumption and strengthening the competitiveness of the grain industry. “We need to create new growth engines by promoting future management to leapfrog global agricultural cooperatives,” he said, adding that underperforming affiliates should strengthen business competitiveness and improve profitability through intense innovation.
‘This year is the ‘World Year of Cooperatives’ designated by the United Nations,‘ Chairman Kang said, adding, “Nonghyup has written a history of growth for more than 60 years based on agriculture and rural areas.” “We must return the undeserved love that Nonghyup has received to the people,” he said, adding, “If we do our best to achieve the common goal of ”hopeful agriculture and happy rural areas’ in the spirit of share ownership this year, the people will experience the ‘new Korea Nonghyup.
