6일 경주시의회에 따르면 이번 정기총회는 전국 226개 시·군·자치구 의장으로 구성된 대한민국시군자치구의회의장협의회의 2024년의 업무추진실적 및 2025년 업무보고를 위해 개최됐으며, 식전 행사로 2025 APEC 정상회의의 성공개최를 위한 홍보영상이 상영됐다.
경상북도시군의회의장협의회 회장 자격으로 참석한 이동협 의장은 지방의회의 완전한 분리를 위해 ①의회 사무기구 조직권 부여, ②‘지방자치법’ 및 ‘지방자치단체의 행정기구와 정원기준 등에 관한 규정’ 개정, ③‘지방의회법’ 제정을 골자로 하는 ‘청주 선언문’을 대표로 낭독했다.
이동협 의장은 “지방의회는 헌법 제118조 및 지방자치법 등에 따라 독립적인 의결기관으로 규정되어 있음에도 아직까지 많은 권한이 중앙정치와 집행부에 종속되어 있는 것이 현실이다.”면서 “주민의 대의기관으로서의 역할을 다할 수 있도록 지방의회의 자율성 확보를 위한 노력을 계속해 나가겠다.”고 밝혔다.

Chairman Lee Dong-hyeop stated, “Although local councils are stipulated as independent decision-making bodies according to Article 118 of the Constitution and the Local Autonomy Act, the reality is that many of their powers are still subordinate to central politics and the executive branch.” He added, “We will continue to make efforts to secure the autonomy of local councils so that they can fulfill their role as representative bodies of residents.”
