터키 이스탄불 시내, 길거리에 앉아 구걸하거나 지하철 돌아다니며 구걸하는 자들, 죄다 난민들이다. 누가 이렇게 만들었는가? 이스탄불에 오면 뒷골목에 거지가 넘쳐나고 치안도 위험한 곳도 있다.
러시아-우크라이나 전쟁이 발발할 시기 이전만 해도 터키 경제는 사실 나락 직전이었고 리라화조차 휴지조각 되었었다. 그리고 터키가 가장 많은 시리아와 이라크 난민들을 거두었고 이들을 통제할 수 있는 능력이 이미 바닥난 상태였다. 이라크와 시리아의 불법체류자들은 터키 정부가 주택을 제공하지 못하니 쓰러져 가는 빈 집을 자신들의 가옥으로 소유하는 기막힌 상황이다.
그럼 왜 시리아나 이라크의 난민들이 터키에서 이처럼 비참하게 살고 있었을까? 그 이유는 터키가 비유럽 국가 출신 난민에게 적용되는 1951년 제네바 난민 협약의 당사국이 아니기 때문이다. 그래서 터키는 시리아 난민에게 일시적 보호책만 제공하고 있는 것이다. 그러나 2016년 1월부터 터키는 어느 정도 유럽연합의 압력에 굴복해 노동시장을 난민들에게 개방하고 있다. 그러나 난민들의 노동 시장 진입에는 엄격한 제한이 따른다.
특히 기업이 고용할 수 있는 난민의 수를 종업원 수의 10%로 제한했다. 한편 기업은 난민을 고용해도 고용 당국에 고용 사실을 신고할 유인이 없다. 당국에 이를 신고하면 난민에게 최저임금을 지급해야 하고 당국에는 그에 따른 각종 사회 보장 부담금을 내야 하기 때문이다. 사실 2016년 한 해 동안만 본다면 13,298건의 노동 허가증이 발급되었을 뿐, 그 외에 시행된 조치는 없다.
따라서 아동을 포함한 대부분의 시리아 난민은 불법노동자로 고용되어 일하는 셈이다. 터키 정부는 이들 중 일부를 적극 구제한다는 방침을 밝혔다. 에르도안 대통령은 ‘변호사, 의사, 기술자, 간호사’ 자격증이 있는 시리아 난민에게 터키 시민권을 부여하겠다고 지난 몇 달 동안 수차례나 언급한 바 있지만 지켜진 바는 없다.
그러나 미국과 EU가 제재를 풀지 않으니 시 행정 및 경제력도 감당할 수 없을 정도가 되어버렸다. 서구 유럽에서는 더 이상 난민을 받지 않겠다 하였기에 터키에 몰리게 된 현상인데 국경을 넘어온 시리아 인들이 터키어를 잘 모르고, 일자리를 쉽게 구할 수 있는 것도 아니기 때문에 결국 먹고 살 방법이라고 해봐야 구걸과 소매치기 뿐이라 현지에서도 시리아 난민을 바라보는 시선이 그다지 곱지 않다.
이게 다 집단 서방 국가들이 저지른 업보다. 필자는 이런 부분들을 현지에서 목격할 때마다 분노가 치민다. 난민 문제는 집단 서방 니들이 해결해야 한다. 그런데 EU놈들은 난민이 못 오게 차단하면서 터키에게 인권을 들어 받으라고 강요하고 있다. 현재 터키에 산재한 난민은 400만이고 불법체류자 등등을 포함하면 1,000만 가까이로 추산되고 있다. 난민 국적도 시리아가 월등히 많고 이라크, 예멘, 팔레스타인, 리비아, 아프가니스탄, 수단, 차드, 소말리아, 심지어는 나이지리아도 있다.
집단 서방의 흉악한 행위들은 여기에 그치지 않는다. 범투르크 민족주의도 파쇄 하고 이들 난민을 이용해 극단적 테러 등으로 사회적 혼란을 준 다음 에르도안이 마음에 안들면 이들을 이용해 색깔 혁명을 시도하려 할 것이다. 그러면 무슬림들 조직도 약화시키고 터키가 나토 내에 세력이 약화되어 발언권을 잃을 수 있다. 현 나토에서 터키는 미국에 이어 군사력 2위로 막강하다. 터키의 군력 약화는 EU나 미국 입장에서 볼 때 호재일 수 있다. lukybaby7@gmail.com
