이번 출범을 통해 한수원은 UAE 바라카원전의 운영사인 ENEC Operations(이하 ENEC)를 창립 멤버로 포함시켜, APR 노형을 운용하는 글로벌 원전 운영사 간 협력의 새로운 모델을 제시했다. 이는 한수원이 국제기관을 설립한 첫 번째 사례로, APR 노형을 기반으로 한 협력체계 구축의 전환점을 맞이했다.
서울 나루호텔에서 열린 출범식에는 한수원의 이상민 기술부사장과 살레 알 셰히 ENEC COO를 비롯한 국내외 원전 관계자들이 참석해, 협력 강화를 다짐하며 출범식을 가졌다.
APROG는 전 세계 원전 운영사들이 특정 원전 노형을 운영하는 기관들 간 경험과 기술 정보를 교환하고 벤치마킹함으로써 원전의 안전성과 효율성을 높이기 위해 설립된 협력체로, 한수원은 기존에 PWROG(가압경수로형), COG(캔두형), FROG(프라마톰형)와 같은 다른 Owners Group에 가입해왔으나, 이번 APROG 출범을 통해 한수원은 소유 기관으로서 글로벌 원전 시장을 선도하는 새로운 전환점을 맞이했다.
이번 출범을 시작으로, 한수원은 회원사들과 지속적인 노하우 공유와 APR 원전의 안전성과 효율성 개선에 노력할 예정이다. 또한, APR 브랜드의 글로벌 인지도를 높이기 위해 공동 연구개발(R&D)을 강화하고, 첨단 기술을 접목한 원전 운영 혁신 방안을 모색할 계획이다. 이를 통해 APR 노형이 향후 신규 원전 건설 프로젝트에서 경쟁력을 확보하고 국제 원전 시장에서 더욱 강한 입지를 구축할 수 있도록 협력을 확대해 나갈 예정이다.
이상민 한수원 기술부사장은 “APR Owners Group은 단순한 협력체를 넘어 글로벌 원전 산업의 혁신과 지속 가능성을 주도하는 플랫폼이 될 것”이라며, “한수원은 국제기관 소유자로서 APR 원전의 안전성과 효율성을 더욱 높이고, APR 브랜드의 경쟁력을 강화해 나가겠다”고 말했다.
현재 전 세계에서 APR 노형은 국내 새울 및 신한울 원전 4기, UAE 바라카 원전 4기 등 총 8기가 운영 중이며, 추가로 국내에서 4기가 건설 중에 있다.
이번 출범식에서는 한국전력기술, 한전KPS, 한전원자력연료, 두산에너빌리티 등 4개 협력사가 준회원으로 가입하기도 했다. 이로써 한수원은 APROG를 중심으로 글로벌 원전 시장에서 독자적인 리더십을 확립하고, 세계적 원전 기술 허브로 자리매김할 수 있는 토대를 마련했다.

Korea Hydro & Nuclear Power (President Hwang Joo-ho, hereinafter KHNP) officially launched the APR Owners Group (hereinafter APROG), the world's first international nuclear power organization based on the APR reactor, on the 24th.
Through this launch, KHNP included ENEC Operations (hereinafter ENEC), the operator of the Barakah Nuclear Power Plant in the UAE, as a founding member, presenting a new model for cooperation between global nuclear power plant operators operating the APR reactor. This is the first case of KHNP establishing an international organization, and marks a turning point in establishing a cooperation system based on the APR reactor.
The launching ceremony held at the Naru Hotel in Seoul was attended by KHNP's Vice President of Technology Lee Sang-min and ENEC COO Saleh Al Shehhi, as well as domestic and international nuclear power plant officials, who pledged to strengthen cooperation and held the launching ceremony.
APROG is a cooperative body established by nuclear power plant operators around the world to improve the safety and efficiency of nuclear power plants by exchanging and benchmarking experiences and technical information among organizations operating specific nuclear power plant types. KHNP has previously joined other Owners Groups such as PWROG (pressurized water reactor type), COG (CANDU type), and FROG (framatome type), but with the launch of APROG, KHNP has reached a new turning point as an owner organization leading the global nuclear power plant market.
Starting with this launch, KHNP plans to continuously share know-how with member companies and strive to improve the safety and efficiency of APR nuclear power plants. In addition, it plans to strengthen joint research and development (R&D) to increase the global awareness of the APR brand and seek ways to innovate nuclear power plant operation by incorporating cutting-edge technologies.
Through this, it plans to expand cooperation so that the APR type can secure competitiveness in future new nuclear power plant construction projects and establish a stronger position in the international nuclear power plant market.
Lee Sang-min, Vice President of Technology at Hanwha Solutions, said, “The APR Owners Group will go beyond a simple cooperative body and become a platform that drives innovation and sustainability in the global nuclear power industry,” and added, “As an international organization owner, Hanwha Solutions will further enhance the safety and efficiency of APR nuclear power plants and strengthen the competitiveness of the APR brand.”
Currently, eight APR reactors are in operation around the world, including four Saeul and Shin-Hanul nuclear power plants in Korea and four Barakah nuclear power plants in the UAE, and four more are under construction in Korea.
At this launching ceremony, four partners, including Korea Electric Power Engineering & Construction, KEPCO KPS, KEPCO Nuclear Fuel, and Doosan Energy, joined as associate members. With this, Hanwha Solutions has established its own leadership in the global nuclear power market centered around APROG and laid the foundation to establish itself as a global nuclear power technology hub.
