세계에서 가장 오랜 전쟁, 휴전 기간이라는 기네스북 기록을 쓰고 있는 나라가 대한민국과 북한이다. 우리는 아직도 북한과 전쟁 중에 있다. 다만 휴전 기간이 한 세대가 다 갈 정도로 길어서 전쟁에 대한 체감이 옅어진 부분이 있을 뿐이지, 사실 우리는 끊임없이 북한과 긴장 상태에 놓여 있다. 한마디로 숨어 있는 화약고인 셈이다. 그런데 이 숨어있는 화약고가 현실로 드러나게 생겼다. 러시아-우크라이나 전쟁에 우리가 우크라이나로 살상 무기를 우회 제공하고 있다는 이야기가 속속 흘러들어오고 있기 때문이다. 전 주한 러시아 대사 안드레이 쿨릭이 "지난 30년간 양국의 이익을 위해 건설적으로 발전해온 러-한 관계를 분명히 망칠 것"이라 발언했고 작년 4월 20일에는 드미트리 페스코프 장관도 "러시아의 최신 무기가 우리의 파트너인 북한에 손에 있는 것을 볼 때 한국 국민이 뭐라고 할지 궁금하다. 그들 말대로 '퀴드 프로쿼(quid pro quo· 주고받는 대가)'가 그것이다." 라고 발언했다.
실제 러시아는 북한에 무기 지원과 기술 이전을 소련 해체 이후 30년 동안 하지 않고 있었다. 러시아는 북한에 30년 만의 금기를 깨고 지원할 것으로 생각된다. 우리는 러시아에게 비우호국가고 양국 간의 최대 긴장의 끈인 90일 무비자 방문이 아슬아슬하게 유지되고 있다. 러시아가 취할 수 있는 우리에 대한 보복 조치일 가능성이 높다. 그리고 작년 12월 말, 우리 정부는 군사 목적으로 사용될 수 있는 일부 품목의 러시아 수출을 금지한다고 밝히면서 상당 수준의 물목을 제재 대상으로 올렸다. 그러자 마리아 자하로바 대변인은 "한국이 미국 요청에 따른 비우호적 조치를 했다”면서 “한국의 경제와 산업에 피해를 줄 것”이라 말했다. 또한 “우리는 여기에 대응할 권리를 갖고 있다”며 “반드시 대칭적이지는 않을 것이며, 한국은 여기에 놀라지 말아야 한다”고 했다. 그 때 러시아가 취할 경제적 보복이 무엇일지 그것을 고민했었다. 그러나 러시아 현지의 보도에 따르면 정확하게 "한국의 경제와 산업에 피해를 줄 것이다"는 보도는 과장된 것이었고 실제로 어떻게 보복할 것인지는 밝혀지지 않았다.
이전부터 나는 누누히 러시아를 적대하는 상황에서 우크라이나에 대한 살상무기 지원을 우회로 하게 되면 러시아가 북한에 무기를 지원할 것이라 언급했었다. 이것이 실제로 이루어진다면 북한은 러시아제 무기를 잇달아 실험하며 남침 의욕을 더욱 돋굴 수 있는 상황이 마련된다. 그 중에 가장 우려되는 것은 러시아의 극초음속 미사일의 존재다. 여태까지 러시아의 극초음속 미사일인 킨잘과 이스칸데르, 아방가르드, 지르콘 등은 요격을 당한적이 없고 우크라이나의 킨잘 요격 주장은 다 가짜인 것으로 드러났다. 물론 극초음속 미사일의 존재가 전투에 참여했을 경우, 다량으로 발사되는 것은 아니기에 전투에 있어 향방을 바꾸거나 하지 못한다. 그러나 극초음속 미사일에 핵탄두를 장착한다면 이야기가 달라진다. 김정은의 장난질에 최악의 안보 위기를 맞이할 수 있는 것이다. 그리고 여태껏 김정은이 취한 정책들과 행보들을 보면 충분히 그와 같은 행위들을 하고도 남는다.
그런데 우리 안보에 비상이 걸리며 충격적인 일이 오늘 밝혀졌다. 몇 년전 북한이 고체연료를 사용한 극초음속 중장거리 탄도미사일(IRBM) 시험 발사에 성공했다는 소식이 들려온 것이다. 지난 14일 오후 극초음속 기동형 조종 전투부를 장착한 중장거리 고체연료 탄도미사일 시험발사를 진행했다면서 시험발사는 성공적으로 진행됐다고 밝혔다. 북한 측은 극초음속 미사일 시험 발사는 주변국의 안전에 그 어떤 영향도 주지 않았으며 지역의 정세와는 전혀 무관하게 진행됐다고 하였다. 그러면서 강력한 무기 체계들을 개발하기 위한 정기적인 활동의 일환이었다고 주장한다. 그런데 이 말을 곧이 곧대로 믿는 한국 사람은 거의 없을 것이다. 북한의 이러한 극초음속 기술은 아마 러시아에 전수 받았을 것으로 보여 진다. 중국의 극초음속은 아직 검증된 바 없지만 러시아는 그 기술이 우크라이나 전쟁에서 검증된 바 있기에 북한에 이 기술을 전수했을 가능성이 높은 것이다.
3년 전, 제재 당시 마리아 자하로바 대변인이 러시아의 보복에 한국은 놀라지 말아야 한다고 했는데 역시 우려했던 최악의 상황, 극초음속 기술이 북한에 전해졌다면 자하로바의 발언이 예사롭지 않게 들린다. 아마 이것을 염두해 두고 놀라지 말라 경고했을 것으로 생각된다. 그리고 미국과 나토는 우크라이나에 쏟아 부은 무기들의 재고가 바닥났고 중동에서의 전쟁으로 인해 정신이 없어 우리를 도와줄 여력이 없기 때문이다. 그렇다고 그들이 목숨 걸고 참전할리도 만무하다. 한미상호조약을 가지고 그것을 맹신하고 있다지만 미군이 참전할지 안 할지는 알 수 없다. 우선 무기들을 우크라이나에 줬기에 재고가 남아있지 않은 상태이기도 하지만 중동의 하마스-이스라엘 전쟁 또한 진행 중이고 홍해에서 예멘 후티군도 위협적인 상황이기에 참전하기 어렵다. 결국 우리의 안보는 우리 스스로 지키고 해결해야 한다. 그럴려면 왠만함 한반도에서 전쟁을 막는 것, 그리고 외교적으로 평화롭게 해결하는 것이 최상의 방법이다. 그러기 위해서는 러시아와 잘 지내야 하고 중국과도 그럭저럭 잘 지내야 하며 미국과도 잘 지내야 한다. lukybaby7@gmail.com
