대통령실이 12일 정부의 반도체 연구개발(R&D) 분야 특별연장근로제도 보완책 발표 관련해 "근원적으론 '52시간 예외조항'이 포함된 반도체특별법이 국회에서 조속 통과돼야 한다"고 밝혔다.
대통령실은 이날 언론 공지에서 "국가 전략산업인 반도체 산업을 살리기 위한 응급조치"라며 이같은 입장을 전했다.
최상목 대통령 권한대행 경제부총리 겸 기획재정부 장관은 이날 오전 '국정현안관계장관·경제관계장관·산업경쟁력강화관계장관회의'를 주재하며 "지금은 기술력이 곧 국력"이라며 "장기간 연구개발이 필요한 반도체 산업 특성을 고려해 (특별연장근로) 1회당 인가기간을 6개월로 확대하는 특례를 신설하겠다"고 했다.
'특별연장근로 인가제도'는 법정 연장 근로시간을 초과 근로해야 할 경우 근로자 동의·노동부 장관 인가 절차를 거쳐 주 64시간까지 연장근로가 가능토록 한 제도다.
정부는 현행 '특별연장근로 인가제도'가 인가 기간이 짧다는 업계 의견이 지속되자 반도체 연구개발(R&D)로 특별연장근로 신청 시 1회 최대 인가 기간을 현행 3개월 외 6개월로 확대 선택할 수 있게 보완했다.
