최상목 대통령 권한대행 경제부총리 겸 기획재정부 장관이 14일 더불어민주당 주도로 국회를 통과한 '명태균 관련 불법 선거개입 및 국정농단 사건 등 진상규명을 위한 특별검사의 임명 등 관한 법률안(명태균 특검법)'에 거부권(재의요구권)을 행사했다.
최 권한대행은 이날 오전 서울 종로구 정부서울청사에서 열린 임시국무회의에서 "수사 대상·범위가 너무나 불명확하고 방대해 헌법상 '명확성·비례 원칙' 훼손이 우려되고 형사법 체계를 흔들 위험이 크다"며 이같은 거부권 행사 배경을 밝혔다. 지난달 27일 국회 통과 후 정부로 이송된 지 13일 만이다.
