브레이크뉴스 정명훈 기자= 마코 루비오 미국 국무장관은 16일(현지시간) 상호관세 부과 예고에 대해 "새로운 기준선을 재설정하고 세계 모든 국가들과 양자 협정을 체결하는 것"이라고 밝혔다.
CBS 방송 보도에 따르면 루비오 장관은 이날 방송사와 인터뷰에서 오는 4월 2일부터 전세계를 상대로 시행되는 상호관세에 대해 이같이 설명했다.
그는 "이것은 캐나다, 멕시코, 유럽연합(EU) 등에만 해당되는 게 아닌 전세계를 대상으로 한 것"이라며 "공정성과 호혜성에 따라 새로운 기준선을 만든 뒤, 전 세계 국가와 양측 모두에게 합리적인 새로운 무역협정을 만들기 위한 협상을 시작하는 것"이라고 강조했다.
다만 루비오 장관의 말처럼 양측 모두에게 공정한 게 될지는 의문이다. 그는 이 자리에선 구체적인 내용까지 언급하지 않았지만 발언의 저변에는 미국이 '공정한 대우'를 받아야 한다는 전제조건이 깔려있기 때문이다.
루비오 장관은 "우리는 현 상태를 좋아하지 않는다"면서 "우리가 새로운 기준을 정하고, 다른 국가들이 원한다면 협상을 할 수도 있다"고 말했다.
앞서 미국은 관세 뿐 아니라 비관세 협정, 부가가치세 같은 국내 정책까지도 '무역 장벽'이라고 생각된다면, 상호 관세를 부과하겠다고 공언한 상황이다.
이에 따라 미국은 한국과 맺은 자유무역협정(FTA) 역시 '새로운 기준선'에 부합하지 않는다면, 다시 협상을 요구할 여지도 충분히 있을 것으로 예상된다.
