경상남도의회는 2일 이재두 의원이 대표 발의한 ‘경상남도 전통시장 자율소방대 운영 및 지원 조례안’을 입법 예고했다고 밝혔다.
전통시장은 시설이 노후하고 점포가 밀집한 구조적 특성 때문에 불이 나면 큰 피해가 발생할 가능성이 높은 만큼 평소 철저한 사전 예방과 화재가 날 경우 초기 진화가 매우 중요한 만큼 효율적인 화재 예방과 안전 관리를 위해 전통시장 상인들이 자율적으로 소방대를 조직해 운영하도록 지원하는 근거를 마련하고자 조례안을 발의했다고 설명했다.
특히 도지사가 자율소방대 운영 활성화 여건을 마련함과 동시에 등록된 자율소방대의 임무 수행에 필요한 물품 등을 예산의 범위에서 지원할 수 있으며 우수한 활동을 하는 자율소방대원을 포상할 수 있도록 했다.
이재두 의원은 “화재가 발생하지 않도록 미리 예방하는 것이 가장 좋은 화재대응책이라고 생각한다”며 “전통시장과 같이 화재에 취약한 시설에는 상인들이 직접 예방 활동에 참여하게 유도함으로써 경각심을 높이고 예방 효과도 높일 수 있다고 본다”고 말했다.
