브레이크뉴스 정명훈 기자= 중앙선거관리위원회가 4일 헌법재판소의 윤석열 대통령 파면 선고에 따라 이날 즉시 제21대 대통령선거 예비후보자 등록을 시작했다.
중앙선관위에 따르면 대선 예비후보자 등록을 원한다면 가족관계증명서 등 피선거권에 관한 증명서류, 전과기록에 관한 증명서류, 정규학력에 관한 증명서 등을 중앙선관위에 제출하고, 기탁금 6000만원(후보자 기탁금 3억원의 20%)을 납부해야 한다.
예비후보자로 등록하면 ▲선거사무소 설치 ▲선거운동용 명함 배부 ▲전국 세대수의 10%에 해당하는 수 이내에서 예비후보자홍보물 작성·발송 ▲어깨띠 또는 표지물 착용·소지 ▲예비후보자공약집 1종을 발간해 통상적인 방법으로 판매(방문판매 제외) 등 일반적인 선거운동을 시작할 수 있다.
또한 예비후보자 및 선거사무원으로 등록하지 않더라도 문자메시지, 인터넷 홈페이지 또는 전자우편을 전송하는 방법으로 언제든지 선거운동을 할 수 있다. 선거일이 아닌 때 전화를 이용하거나 말로 선거운동을 할 수 있다.
다만, 단체문자(자동동보통신)를 전송하거나, 전자우편 전송대행업체에 위탁해 전자우편을 전송하는 방법으로 선거운동을 하기 위해서는 반드시 예비후보자나 후보자로 등록해야 한다.
중앙선관위는 또한 4일부터 주민등록이 돼 있는 사람으로서 외국에서 투표하려는 선거권자의 국외부재자 신고도 시작했다.
이번 대선에 무소속으로 출마하려는 사람은 오는 7일부터 중앙선관위가 검인·교부하는 추천장을 사용해 선거권자로부터 추천을 받을 수 있다.
대통령 궐위선거 실시 사유가 확정됨에 따라 공직선거법 제90조에 따라 선거에 영향을 미치게 하기 위해 정당의 명칭이나 후보자(후보자가 되려는 사람을 포함)의 성명·사진 또는 그 명칭·성명을 유추할 수 있는 내용을 명시한 현수막 등 시설물은 설치·게시할 수 없다.
다만 정당이 선거기간이 아닌 때에 특정 정당이나 후보자를 지지·추천하거나 반대함이 없이 자당의 정책이나 정치적 현안에 대한 현수막 등 시설물을 설치·게시하는 것은 통상적인 정당활동으로 보장된다.
중앙선관위는 아울러 공식 대선일 지정에 대해선 오는 7일 노태악 중앙선관위원장 주재로 선관위원 전체회의를 열고 논의를 통해 결정할 것으로 전해졌다.
노 위원장은 앞서 한덕수 대통령 권한대행 국무총리와의 통화에서 오는 6월 3일을 대선 선거일로 지정하는 안에 대해 공감대를 이룬 것으로 알려졌다.
