도널드 트럼프 미국 대통령이 9일(현지시간) 미 조선업 재건 도모 및 중국의 해양 패권 저지 등을 위한 국가 안보 차원 행정명령을 내렸다.
트럼프 대통령은 이날 백악관에서 "조선에 많은 돈을 쓸 것이며 아주 많이 뒤처져 있다"며 "예전엔 하루 한 척 배를 만들곤 했으나 사실상 지금은 1년에 한 척도 만들지 못하고 있고 그럴 능력이 있다"며 관련 내용 행정명령에 서명했다.
백악관은 "해당 행정명령은 백악관 국가안전보장회의(NSC) 및 마이크 왈츠 국가안보보좌관에 의해 준비됐고, 선박 건조부터 미 해군 군사 활동을 지원할 상선(Merchant Marine)을 보유함으로써 해양 패권을 회복하는 게 매우 중요하다"고 전했다.
행정명령엔 미 무역대표부(USTR)에 중국 해양·물류·조선 부문에 대한 불공정 표적화 조사 조치를 지시하는 내용도 포함된 가운데 앞서 USTR은 중국 선사·중국산 선박 관련 국제 해상 운송 서비스에 대한 수수료 부과 추진 방안을 밝힌 바 있다.

그러면서 국방 조달 효율성을 높이는 행정명령과 외국에 군사 무기 판매 과정을 개선하는 행정명령·오래된 규제 정리를 지시하는 행정명령·조 바이든 행정부가 에너지 절약을 위해 샤워기·싱크대·화장실 등에 부과한 수압 규제를 폐지하는 행정명령 등에도 서명했다.
더불어 지난 집권 1기 행정부 때 자신을 비판했던 크리스 크렙스·마일스 테일러 등 전직 국토안보부 공무원 2명에 대한 보안 허가를 박탈 후 법무부에 조사를 지시하는 각서 등에도 서명했다.
이번 행정명령은 세계 1위 조선 경쟁력을 가진 것으로 평가받는 한국 조선업계에 미국과의 협력을 통한 호재로 작용할 가능성이 크다는 분석이 대체적이다.
한편 이날 도널드 대통령은 "주한미군 등 해외 주둔 미군 감축 문제가 방위비 분담금과도 연계될 수 있다"며 "무역 협상과 하나의 패키지로 논의하길 바란다"고 밝혔다.
