브레이크뉴스 정민우 기자= 수년째 이어진 건설경기 악화로 건설사 줄도산이 우려되는 가운데, 건설대금 미지급 사례가 매년 수십억 규모인 것으로 나타났다.
더불어민주당 문진석 의원이 국토교통부로부터 제출받은 자료에 따르면 건설대금을 받지 못해 신고한 건수는 최근 6년간 총 389건, 총 미지급금은 254억5897만 원에 달했다.
미지급 규모는 2020년 78건(53억8541만 원)에서 2023년에는 94건(50억9748만 원)으로 큰 폭의 증가세를 겪은 이후, 2024년 64건(46억5393만 원) 등 추세가 계속 유지되고 있다.
그러나 미지급 사례를 신고하더라도 실제 하도급 대금을 돌려받은 사례는 절반에 불과한 것으로 드러났다.
신고 건수 중 실제 하도급 대금을 돌려준 ‘이행완료’ 건수는 전체의 50.3%, 196 건에 불과했으며, 미지급금 기준으로는 전체의 38.4%인 97억9504만 원으로 조사됐다.
심지어 시정명령을 이행하지 않거나 사안이 위중해 영업정지를 받은 사례도 최근 6년 간 210건에 달하는 것으로 드러났다.
이들은 2020년부터 2025년 3월까지 총 303억7290만 원의 하도급 대금을 미지급해 영업정지를 받은 것으로 나타났다. 특히, 35개사는 2번 이상 하도급 대금 미지급으로 영업정지를 받았다.
이에 대해 문 의원은 “건설경기 침체가 장기간 이어지고, 중대형 건설사까지 파산하며 하도급 업체도 위기에 빠지는 연쇄작용이 발생하고 있다”며 “원청이 파산하더라도 하도급 대금은 지급될 수 있도록 국토부가 현장 실태조사 등 적극적인 대책 마련에 나서야 한다”고 말했다.
