충남 논산시(시장 백성현)가 고향사랑기금 17억 원을 활용해 지역의 지속 가능한 성장을 이끌기 위한 맞춤형 미래 전략 사업을 본격적으로 추진한다.
22일 논산시는 “청년 자립 기반 구축과 지역경제 활성화를 위한 2025년도 주요 기금사업으로 총 6개 사업이 최종 확정됐다”며 “미래 세대를 위한 투자와 사회적 약자 보호에 중점을 두고 실행에 나설 계획”이라고 밝혔다.
앞서 논산시는 고향사랑기부제를 통해 2023년에만 14억 원의 기부금을 유치해 전국 243개 지자체 중 6위라는 성과를 거두며 주목을 받았고, 지금까지의 누적 모금액은 22억 원에 이르고 있다.
이번에 확정된 사업은 ▲청소년 꿈의 공간 조성사업(3억 원) ▲청년 중심 충남형 스마트팜 복합단지 구축(10억 원) ▲사회적경제 청년 창업 경진대회(9,200만 원) ▲청소년·청년 성장 프로젝트 ‘온(溫) 프로젝트’(1억 5,600만 원) ▲UN 세계아동권리송 지정 추진(1억 원) ▲저소득 1인 가구 간병비 지원(5,000만 원)으로 구성되어 있다.
특히 가장 큰 규모의 예산이 투입되는 ‘충남형 스마트팜 복합단지’ 조성은 청년 농업인의 진입 장벽을 낮추고, 고부가가치 농업을 기반으로 한 지역 활력 제고를 목표로 한다. 스마트팜에서 재배된 농산물은 향후 논산시 고향사랑기부제 답례품으로 활용되어 지역 경제 선순환 구조의 한 축을 담당할 예정이다.
백성현 시장은 이 사업을 두고 “단순한 농업 인프라 구축을 넘어 청년들이 꿈을 실현하고 자립할 수 있는 새로운 토대를 마련하는 것”이라며 “미래 농업 경쟁력 강화를 위한 전략적 투자”라고 평가했다.
이와 함께 논산시는 지역 청년 창업 생태계를 조성하기 위해 ‘사회적경제 청년 창업 경진대회’를 열어 창의적이고 실현 가능한 아이디어를 발굴·지원할 방침이다.
또한 청소년과 청년의 전인적 성장을 돕는 ‘온(溫) 프로젝트’는 ‘어울림 힐링 정원’ 조성을 비롯해 ▲환경 인식 개선 캠페인 '흔적없는 미래, 클린 업’ ▲다문화 청소년의 학교 및 지역 적응 지원 ▲청소년 리더십 캠프 ▲논산 군인가족 행복 지원 프로젝트 ‘논산 사랑!’ 등 총 5개 세부사업으로 세밀하게 구성됐다.
한편, 논산시는 국내에서 처음으로 제작한 아동권리송을 ‘UN 세계아동권리송’으로 공식 지정받기 위한 절차에도 박차를 가하고 있으며, 의료 사각지대 해소를 위한 저소득 1인 가구 간병비 지원사업도 함께 병행할 계획이다.
백 시장은 “이번 기금사업은 논산시의 지속가능한 발전을 위한 도약판이 될 것”이라며, “기부자와 시민이 모두 체감할 수 있는 사업들을 발굴하고, 투명한 기금 운용을 통해 지역사회의 신뢰를 확보하겠다”고 강조했다.
