한덕수 대통령 권한대행 국무총리가 28일 한·미 관세 협상 관련해 "미국과의 협력적 협상을 통해 양국이 윈윈할 수 있는 해법을 찾을 수 있을 것"이라고 밝혔다.
한 권한대행은 이날 공개된 영국 시사주간지 '이코노미스트'와의 인터뷰에서 이같이 말한 후 "비충돌적 방식으로 해결할 수 있을 것"이라고 밝혔다. 해당 인터뷰는 앞서 지난 22일 서울 종로구 정부서울청사에서 진행됐다.
한 대행은 미 트럼프 행정부가 한국에 25% 상호관세를 책정 후 90일간 유예하는 조치를 내린 것에 대해 "충격 요법으로 (자동차·철강 부문 관세로 피해가 예상되는 부분은) 매우 고통스럽다"고 했다.
또 향후 한·미 협상에서 다뤄질 '비관세 장벽' 문제 관련해선 "개선 가능한 몇 부분이 있다"며 한국의 고정밀 지도 데이터 수출 제한에 따른 구글 지도 제약을 예시로 들었다.
최근 구글이 한국에 지도 데이터를 요구하고 있는 가운데 트럼프 정부는 자국 빅테크에 대한 각국 정부 규제를 비관세 장벽으로 규정하면서 보복 관세를 부과할 수 있다는 입장을 밝히고 있는 상황이다.
또 '트럼프 대통령이 자랑스러워할 수 있는 거래'를 하기 위한 방안' 관련해 한 대행은 "알래스카에 1,300㎞ 가스 파이프라인·액화 플랜트를 건설해 아시아로 수출하는 프로젝트가 있다"며 "한·일 기업이 참여할 수 있다"고 밝혔다.
이어 미국이 한국 측에 요구하는 조선 협력에 대해선 "미 조선 산업 법체계가 바뀌어야 한다"며 트럼프 대통령의 주한미군 철수 언급 관련해선 "미군 주둔은 우리에게 절대적으로 중요하다"며 "한국은 어떤 문제든 비충돌적 방식으로 해결할 수 있다 확신한다"고 했다.
이코노미스트는 한 대행이 미국과의 통상 협상을 낙관적으로만 전망하는 건 아니라고 진단 후 트럼프 대통령이 과거 주한미군 철수로 위협했던 점을 거론하며 실제 이뤄질 경우 한국이 북한 위협에 더욱 취약해질 것이라고 전망했다.
또 한 대행의 차기 대선 출마 가능성에 대해선 "일부 보수층에선 한 대행 출마를 바라고 있으나 그는 말을 아끼고 있다"며 "당장은 미국과의 재앙을 피하는 일이 급선무"라고 진단했다.
