충남 부여군이 하수도 정비사업에 ‘통합 건설사업관리용역’을 도입하면서 사업 전반의 효율성을 끌어올리고 있다. 군은 이 시스템을 통해 예산 절감과 시공 품질 향상이라는 두 가지 성과를 동시에 거둘 것으로 기대하고 있다.
7일 부여군에 따르면 현재 자왕지구, 조현·삼용지구, 마루골지구 등 3개 구역을 대상으로 하수 및 분뇨 처리시설을 개선하는 사업이 진행 중이다. 총 사업비는 국비를 포함해 약 670억 원 규모다.
군은 이들 정비사업에 약 44억 원의 예산을 투입해 2028년 1월까지 통합 건설사업관리용역을 수행할 예정이다. 이를 통해 사업 진행 전반에 걸쳐 기술적 전문성과 일관성을 확보하고, 시공 과정에서 발생할 수 있는 민원도 사전에 최소화시켜 나가겠다는 전략이다.
특히 기존처럼 개별 사업마다 각각의 용역을 발주할 경우보다 약 18억 원의 예산을 아낄 수 있을 것으로 분석돼 재정 효율성도 크게 향상될 것으로 기대된다.
부여군 관계자는 “하수도 전문 인력이 지속적으로 현장을 관리함으로써 시공 품질이 전반적으로 향상되고 있으며, 공정의 효율성은 물론 민원 대응에도 긍정적인 효과가 나타나고 있다”며 “인력 부족 문제 해소에도 도움이 되고 있다”고 밝혔다.
한편, 군은 앞으로도 통합 건설사업관리용역 방식을 적극 확대해 공공 인프라의 품질과 지속 가능성을 높여 나갈 방침이다.
