[브레이크뉴스=양영석 기자] 김해시는 19일 클레이아크 김해미술관 일원에서 폭우에 의한 산사태로 건물이 매몰, 붕괴되는 복합재난 상황에 대비한 ‘2025 재난대응 안전한국훈련’을 실시했다고 밝혔다.
이번 훈련은 오전 사전훈련과 오후 본훈련으로 나눠 재난상황을 방불케 하는 시나리오와 철저한 현장 중심 훈련으로 대응 역량을 집중 점검했다.
훈련은 집중호우로 인한 산사태로 클레이아크 김해미술관 돔하우스가 매몰, 붕괴되는 상황에 이어 최근 사회 이슈로 부각되고 있는 싱크홀과 건물 잔해물 수습, 복구까지 포함한 복합재난 상황으로 이뤄졌다.
이번 훈련은 특히 지난해 김해시가 기록적 폭우로 특별재난지역으로 지정되고 지난 3월 산불 발생으로 지반이 약해져 산사태 위험이 커진 실제 사례를 반영해 산사태를 핵심 재난 유형으로 선정, 훈련 시나리오를 구성했다.
훈련에는 김해시, 김해서부소방서, 김해서부경찰서, 김해문화관광재단, 자율방재단, 여성민방위기동대, 안전보안관 등 17개 기관·단체에서 총 300여 명이 참여했다. 초기 상황전파부터 인명구조, 현장통제, 응급복구, 이재민 지원까지 전 과정을 실전처럼 연출하며 훈련을 진행했다.
특히 최근 창설한 ‘김해시 G-1 안전기동대’도 첫 투입돼 신속한 대응과 구조 활동을 펼치며 재난 초동조치 역량 강화의 중심축으로 활약했다. G-1 안전기동대는 각종 재난 체계적 대응을 위해 자율 신청한 김해시 공무원 102명으로 구성된 재난 전담 기동반이다.
김해시는 2023년과 2024년 2년 연속 ‘재난대응 안전한국훈련 우수기관’에 선정됐으며 2024년에는 국무총리 기관 표창을 수상하는 등 전국 지자체 중에서도 모범적인 재난 대응 체계를 인정받은 바 있다.
김해시 관계자는 “유관기관과의 긴밀한 협업과 반복된 훈련으로 시민의 생명과 재산을 지키는 재난안전도시 김해를 만드는 데 최선을 다하겠다”고 밝혔다.
한편 안전한국훈련은 행정안전부가 주관하는 전국 단위 재난대응 종합훈련으로 각 지자체가 지역 실정에 맞는 재난 유형을 선정해 매년 자체 훈련계획을 수립하고 민·관·군이 함께 참여하는 방식으로 운영된다.
