예산군의회, 조례 기반 첫 청소년 의회체험활동 운영

충남 예산군의회가 30일 본회의장에서 예산중학교 자치회 임원 19명을 대상으로 ‘청소년 의회체험활동’을 진행했다. 지방의회의 기능과 운영 방식을 직접 체험한 학생들은 “지역사회에 대한 관심이 생겼다”고 입을 모았다.

이날 프로그램은 예산중학교 2·3학년 학생들로 구성된 자치회 임원들이 직접 조례안을 기획하고 발의하는 형식으로 이뤄졌다. 이어 학생들은 제안 설명, 질의응답, 찬반 토론, 표결 등 실제 본회의 절차를 모의 방식으로 경험하며 지방자치의 실질적 운영 과정을 체득했다.

이 체험활동은 ‘예산군의회 청소년 의회체험활동 운영에 관한 조례’ 제정 이후 처음으로 실시된 행사다. 해당 조례는 이길원 예산군의회 부의장(가 선거구·국민의힘)이 대표 발의했으며, 지난 3월 17일 공포 및 시행됐다.

이 조례에는 청소년들이 지방자치제와 지방의회의 역할을 직접 체험하고, 민주시민으로서의 자질을 함양할 수 있도록 모의의회, 본회의 방청, 의회 시설 견학 등의 프로그램을 체계적으로 운영할 수 있는 기반이 담겼다.

학생들은 체험 전, 조별로 역할을 분담해 조례안을 사전 준비하고 회의 진행 역시 능동적으로 이끌며 의사결정 과정을 실감 있게 따라갔다. 

행사에 참여한 한 학생은 “의회에서의 의사결정이 어떻게 진행되는지 직접 느껴볼 수 있어 신기했고, 토론하는 과정이 재미있었다”며 “앞으로 우리 지역 일에도 좀 더 관심을 가지게 될 것 같다”고 소감을 전했다.

예산군의회 장순관 의장은 “학생들이 본회의와 유사한 환경 속에서 입법 절차를 직접 체험하며 지역 사회의 일원으로서 참여와 소통의 중요성을 느낄 수 있었기를 바란다”며, “지속적으로 청소년들이 군의회에 관심을 갖고 참여할 수 있도록 다양한 체험 프로그램을 마련하겠다”고 밝혔다.

예산군의회는 앞으로도 정기적으로 관내 학교와 연계해 청소년 대상 의회 체험활동을 확대할 방침이다.

Yesan County Council Chairman Jang Soon-kwan said, “I hope that students can directly experience the legislative process in an environment similar to the plenary session and feel the importance of participation and communication as members of the local community,” and added, “We will continue to prepare various experience programs so that youth can take an interest in and participate in the county council.”

Yesan County Council plans to expand parliamentary experience activities for youth in the future by regularly linking with schools in the district.
