아프리카에서 포르투갈로 건너온 흑인 무슬림들이 포르투갈의 심각한 사회문제가 되고 있는 것이 현실이다.무전취식에 욕설에 더럽게 공공시설을 쓰는가하면 관광객들의 돈을 뜯고 떼거지로 돌아다니며 여기저기 시비걸고 다닌다. 그리고 마리화나 같은 마약도 몰래 팔고 있다. 대개 불법체류자가 많아 범죄가 발생하면 포르투갈 경찰도 손쓰기 힘들다고 한다. 불법체류자의 경우 지문이 등록되있는게 아니니 잡기 쉽지 않다. 게다가 나이지리아 이슬람 무장세력 보코하람이 유럽 진출의 교두보로 포르투갈을 선택했다는 설이 나오면서 당국도 긴장하는 상황에 있다. 비자를 강화하고 아프리카 불법체류자 단속하면 인도주의나 인권을 중시하는 인권주의자들이 포진해 있으니 그것도 골치 아픈 문제다. 그리고 그런 자들이 대개 EU에 포진되어 있고 이자들은 EU의 진정한 적폐다. 이런 불법체류자를 단속하면 이들 인권단체들은 떼지어 들고 일어난다.
그러다가 해당 국가에 범죄가 발생하면 결코 범죄피해자를 옹호하고 규탄을 요구하지 않는다. 오히려 불법체류자의 그럴 수밖에 없는 이유를 장황하게 설명하여 동정론을 이끌어내 가해자들인 불체자들을 변호하기 바쁘다. 그렇게까지 비난을 받으며 가해자인 불체자들을 옹호하는 이유는 다른거 없다. 결국 돈 때문이다. 이들은 EU에서 매년 수억 유로씩 예산을 지원받으며 아프리카 난민, 중동 이슬람 난민들을 돕고 있다. 가장 심각한 문제는 이들을 살기 좋은 유럽에 정착시키고 온갖 혜택을 주는 것이다. 만약에 그런 상황에서 불체자들의 행위를 배격하고 피해자를 옹호한다면 자신들이 세웠던 명분이 무너지고 EU에서 나오는 지원금이 줄어들 수 밖에 없다. 그래서 어떤 일이 있더라도 불체자들을 옹호해야 하는 것이다. EU에서 예산이 수억 유로씩 나와야 불체자 구제한다는 명목으로 적당히 횡령도 하고 인권단체의 명분도 살릴 수 있으니 말이다. 대개 유럽에서 돈벌려고 들어오는 타국 불체자들 중 아프리카에서 가장 가까운 스페인-포르투갈로 입국하는 흑인들이 많다.
질 좋고 유럽 사회에 도움이 되는 흑인보다 질 안좋고 남 괴롭히는걸 좋아하는 흑인들이 한몫 챙길려고 유럽에 오는 것이다. 고로 그런 흑인에 대한 편견을 가지면 안되겠지만 그런 질 떨어지는 흑인들을 EU 소속 인권단체가 불쌍하다며 안아주자하니 당연히 그런 편견이 생기는 것 아니겠는가? 나는 이슬람을 연구하고 전공한 학자로써 그에 대한 입장을 말하자면 7세기부터 지켜온 전통과 관습을 존중하지만 시대가 시대이니만큼 기독교처럼 시대에 맞게 개혁해야 맞지 않을까 싶다. 여태까지 그와 같은 이슬람 개혁을 외치는 이맘들이 있었지만 대개 최후가 좋지 않았고 꾸란과 하디스, 샤리아에 기초한 틀에서 벗어나지 못했다. 이제라도 변화를 추구하는 진보적인 움직임을 가져야 하는 종교가 바로 이슬람이다. 이슬람, 아랍하면 테러라는 문구가 먼저 떠오르는 이유와 중동이나 아프리카의 흑인 무슬림들 하면 불법체류자가 먼저 떠오르는 이유가 세계 종교계의 극과 극을 달리고 있는 이슬람교의 보수적인 성향 때문이다.
기독교는 시간 흐르면서 진보적인 방식과 형식을 추가하며 변화해왔고 원칙은 유지하되 전 세계 사람들이 어렵지 않게 보편적으로 접근 할 수 있도록 변화에 성공한 종교가 됐지만 이슬람은 7~8세기 방식 그대로를 고수하고 있다. 그 안에서 나타나는 극단적 성향은 종교의 순수성을 떠나 가장 먼저 떠오르는 부정적인 이미지가 자리잡았다는 것에서 불편하게 여기는 것이다. 이슬람도 이제 변해야 한다. 지금은 칼리프 시대가 아니고 술탄의 지배하에 모든 것이 용인되는 종정일치(宗政一治)의 7~8세기가 아니라 21세기 세계 문화가 한데 어우러지는 시대이기 때문이다. 한편 포르투갈과 스페인의 반대 지역인 미국에서는 내전의 조짐까지 보이고 있다. 도널드 트럼프 대통령은 취임한 이후부터, 전시상황에서 적국의 위험 인물들을 추방할 수 있다는 외적법(Alien Enemies Act)을 근거로 불법 이민자 추방 정책을 시행했다. 그런데 문제는 지금 미국이 전시 상황이 아니라는 것에 있다. 같은 외적법은 현재 전쟁 중인 러시아에도 있지만 러시아에서는 LA와 같은 폭동이 잘 없다. 왜 그럴까?
러시아는 애초부터 이민을 선별적으로 받기 때문이다. 게다가 절차도 까다롭다. 첫째, 임시 또는 영주권을 취득하려면 러시아와의 관계에서 매우 우호적인 면이 있어야 한다. 그리고 관계 또한 철저한 심사를 거친다. 취업, 학업, 러시아 친척 또는 혈통, 투자 또는 부동산 구매 등의 사유로 이민이 허가될 수 있다. 그리고 임시 거주 허가를 받은 후, 1년이 지나면 영주권을 신청할 수 있다. 둘째, 영주 허가를 받은 후 5년이 지나면 러시아 시민권을 신청할 수 있다. 셋째, 러시아어 원어민, 러시아 시민의 배우자, 고학력 전문가, 러시아에 대한 투자자 등은 1~3년 거주 후, 시민권 신청이 가능하다 했다. 다만 난민의 경우, 최소 5년은 이민청에서 철저히 관리, 감독한 다음 소정의 심사과정을 통해 통과하면 시민권을 받을 수 있다. 러시아는 푸틴 대통령이 집권한 이후, 난민이나 이주민들, 불법체류자 등에 대해 매우 까다롭게 관리해왔다. 미국이 LA 폭동과 같은 사태를 맞이한 것은 민주당 정권 때부터 이를 방만하게 관리해왔기 때문이다.
더불어 인권주의자들이 난민과 이주민들, 불법체류자들의 인권을 보호한답시고, 이들에게도 미국식 자유 민주주의를 적용해달라 주장하면서 이것이 적극 법에 반영되었다. 그런 상황에 이제 와서 불법 이민 단속과 대규모 추방을 공언하여 실행하니 반발이 일어나는 것이다. 애초부터 이 정책은 연방 정부가 철저히 관리해야 하는 문제인데 그렇지 않고 무분별하게 수용하다보니 이를 억제하는 측면에서 반발은 당연히 발생할 수밖에 없다. 트럼프는 바이든 행정부 시절 인도주의적 사유로 허용되었던 임시 보호 조치들을 일괄 폐기했고 미국 국토안보부(DHS)와 산하 기관인 미국 이민세관집행국(ICE)에서 대규모 불법 이민자 단속을 실시하니 이민자 사회에서의 반발과 그에 따른 저항은 걷잡을 수 없이 커지고 말았다. LA 카운티 전역에서는 시위가 확산되었는데 이같은 상황은 이제부터 시작일 가능성이 있다. LA 뿐 아니라 미국 연방 도시들 곳곳에서 이와 같은 사태가 터질 가능성이 농후해진 것이다.
LA 현지에서 사태가 심각해지자 개빈 뉴섬, 캐런 배스 등 민주당 및 캘리포니아 현지 정치인들은 트럼프 행정부의 불법이민자 단속을 비난하기 시작했다. 6월 7일 저녁, 도널드 트럼프 대통령은 2,000명의 캘리포니아 주방위군을 로스앤젤레스에 배치하라는 대통령 각서에 서명했다. 이에 개빈 뉴섬 캘리포니아 주지사는 "자국민에게 군대를 배치하겠다는 발상은 광기"라며 반발했다. 이와 같은 부분들로 볼 때, 민주당을 지지했던 주와 도시들에도 유사한 반발이 있을 것으로 보인다. 최악의 경우, 내전으로 치달을 수 있다는 것이다. 더불어 강제 진압이 거세지게 되면 최악의 경우, 시민들 자체적으로 무장할 수 있다. 총기소유가 비교적 자유로운 미국은 시민들이 무장하며 저항하게 되면 내전으로 비화될 가능성이 매우 높은 나라다. 이쯤되면 러시아에서 3년 전, 코로나에 걸려 세상을 떠난 자유민주당의 당수, 블라디미르 지리노프스키(Владимир Жириновский, 1946~2022)가 미국이 내전이 발생할 것이라서, 선거는 없을 것이고, 트럼프가 미국의 마지막 연방 정부 대통령이 될 것이라 예언했는데 이상하게 조금씩 맞아들어가고 있는 느낌이다.
이 폭동은 사실 다문화 정책으로 혼혈화 되어 가고 있는 우리 대한민국에게도 닥칠 수 있는 위험이다. 이게 비단 미국 만의 문제가 아니라 우리 대한민국에도 가장 현실적인 문제점으로 다가오고 있는 것 또한 사실이기 때문이다. 우리 대한민국으로 보면 가장 먼저 희석될 부분이 문화적인 부분도 있지만 국가주의 원칙적으로 볼 때 충(忠, Loyalty)이라는 부분이다. 다문화로 구성된 사람들이 국가에 충성을 다해야 한다는 의무도 없고 반드시 국가를 위해 뭘 해야 한다는 의무나 강박관념 또한 없다. 이들에게 있어 국가는 큰 테두리에 소속된 씨족 단체들의 모임이라는 성격에 불과하다. 나라의 역사도 배워야 할 필요도 없을 것이다. 이들에게 있어 한국사가 어찌되든 자기들이 알 바가 아니기 때문이다. 물론, 4대 의무 중 자신들이 필요한 의무만을 수행하며 국가에 많은 것을 요구할 것이다. 그리고 4대 의무 중, 병역의 의무는 점점 그 의미가 퇴색 되어질 것이다. 다만 병역의 의무는 지킨다 하지만 자신들 목숨 바쳐 싸워야 할 조국이 아니라 자신의 가족들을 위해서 싸울 것이다.
그 말은 자신의 자신의 가족들이 위협을 받으면 언제든지 외국으로 도망갈 수 있다는 것을 의미한다. 결국 대한민국 뿐 아니라 전 세계가 구석기 시대처럼 가족 단위의 삶을 영위하면서 자기의 가족만을 위하는 시대가 되어갈 것이다. 이는 즉, 국가주의가 붕괴된다는 것이다.원칙없는 다문화 제도는 로마라는 거대 제국이 무식하고 야만적이라고 무시한 게르만 인들에게 한순간에 무너진 것처럼 우리도 그렇게 되지 말라는 법 없다. 미국의 현 상황을 봤을 때, 마치 로마 제국 말기의 모습과 매우 유사하게 흘러가고 있다. 그런 모습을, 미국에 대한 가짜뉴스에만 젖어 "역시 천조국"이라며 찬사를 보낼 것이 아니라 미국의 어두운 면과 지금과 같은 최악의 현 상황을 있는 그대로 똑똑히 목도해야 한다. 세상 어느 제국도 영원하지 않는다는 것이 역사의 속성이다.
