최민호 세종시장은 11일 "충남도의회가 '행정수도 특별법 제정 촉구 건의안'을 채택한 것과 관련해 국가 균형발전과 수도권 과밀 해소를 위한 깊은 고민과 대안 마련에 깊이 감사한다"고 말했다.
최 시장은 이날 오후 시청에서 기자회견을 열고 "이번 건의안은 행정수도 이전을 통해 국토 균형발전 실현과 수도권 집중 문제 해결을 추구한다는 점에서 의미가 크다"며 이같이 밝혔다.
앞서 충남도의회는 10일 조철기 의원이 대표 발의한 '국가균형발전 및 지방분권 실현을 위한 행정수도 특별법 제정촉구 건의안'을 채택했다.
건의안에는 세종시에 건설된 행정중심복합도시가 수도권 인구 분산효과를 거두지 못하고 있는 현실을 지적하고 행정수도 완성을 위한 특별법 제정과 지역균형발전 시책 마련을 촉구하는 내용을 담고 있다.

최 시장은 " 행정중심복합도시 건설로는 수도권 인구 분산 효과를 충분히 거두지 못하고 있다는 문제의식에 공감한 것"이라며 "이번 건의안은 2004년 위헌판결을 극복하기 위해 특별법 제정이라는 현실적 대안을 제시했다는 점에서도 의미가 있다"고 강조했다.
이어 "충남도의회는 개헌이 어려운 상황에서 법률 제정을 통한 수도 이전 추진이라는 현실적인 방안을 제안했다"며"충남도의회의 제안대로 특별법이 제정되면 이에 대한 헌법재판소의 새로운 본안판단을 이끌어 낼 수 있을 것"이라고 덧붙였다.
최 시장은 "이 과정에서 행정수도 건설 및 수도 이전을 위한 시대적 요구와 국민적 인식이 반영되는 기회가 될 것"이라며" 충남도의회의 건의안 채택으로 행정수도 완성이 국가적, 초당적, 시대적 요구라는 점이 분명해졌다"고 말했다.
