본 의원에게 5분 발언의 기회를 주신 의장님과 동료·선후배 의원 여러분께 감사드리며 불철주야 의정부시 발전을 위해 노력해 주시는 김동근 시장님을 비롯한 집행부 여러분께 감사드립니다.
본 의원은 경기북부 수부도시 의정부의 미래에 대해 이야기하고자 합니다.
현재 의정부시의 재정자립도는 얼마나 될까요?
2010년 재정자립도 41.9%에서 2025년에는 22.11%로 경기도 28개 시·군 중 하위권에 해당합니다.
이렇게 재정자립도가 떨어진 이유가 무엇일까요?
첫째, 국·도비 매칭 사업에서 시가 부담해야 할 매칭비율이 증가하였고,
둘째, 10여 년간 방대한 산하기관의 증대 및 고정비 지출 증가,

첫째, 2023년 12월에 나온 재정위기 TF를 만들어서 진단한 내용에 대해서 실행하지 못한 부분에 있어 실행하시기 바랍니다.
둘째, 기존의 사회복지예산 중 시비 매칭이거나 시비가 들어가는 예산에 대해서 파악하고 거기에 따른 여러 가지 해결책을 고민해 주시기 바랍니다.
셋째, 우리 시의 인구문제, 노령화 문제 등 경제인구감소의 해결 방안에 대해서도 고민해 주시기 바랍니다.
넷째, 통합재정안정화기금 효율화에 관한 대책을 세워주시기 바랍니다.
다섯째, 민간기업 유치뿐만 아니라 법인세 등 시세수입을 증대시킬 수 있는 방안에 대해서 고민해 주시기 바랍니다.
이 상태로 5년 이상 지속되어 진다면 의정부시는 아마 국가에서 관리받는 지자체로 최초가 될 것이며 10년 후 미래도 없을 것이라고 생각합니다.
그럼에도 불구하고 의정부시가 위기일수록 대전환의 기회입니다.
경기북부의 수부도시 의정부는 기회의 땅 미군반환공여지가 있고 경기도 제2청사, 경기북부경찰청, 경기북부소방본부, LH경기북부본부 등 경기북부 행정의 중심도시로 발돋움할 수 있는 많은 기관이 들어와 있습니다.
