텔레그램 창업자 파벨 두로프(Павел Дуров)는 프랑스에 깊은 앙심을 품고 있다. 두로프는 프랑스 정보기관이 루마니아 대선에 개입했다고 폭로했다. 그는 루마니아에 가서 프랑스의 대선 개입에 대해 증언할 준비가 되어 있다고 말했다. 2024년 11월 치러진 루마니아 대선은 미국 J. D. 밴스 부통령이 분명히 문제가 있었음을 지적한 바 있다. 현재 루마니아 우파 세력을 대표하는 칼린 조르제스쿠(Călin Georgescu) 후보가 1차 투표에서 승리하자 헌법재판소가 러시아의 선거 개입 의혹을 이유로 선거 자체를 무효화했다. 당시 루마니아 정보국(SRI)은 약 25,000개의 텔레그램 계정이 투표일이 있기 15일 전부터 조르제스쿠 후보와 관련된 게시물을 폭발적으로 올렸다는 조사 결과를 발표했다. SRI은 이를 두고 러시아의 적극적인 하이브리드 공격으로 규정했으며 러시아가 결선 투표에도 개입할 수 있다고 경고했다. 이제 EU 자신들이 원하지 않으면 뭐든 러시아 탓으로 돌릴 예정인듯 싶다.
칼린 조르제스쿠 후보를 낙마시키고 다시 치러진 1차 투표의 결과, 역시 루마니아 우파 세력 후보인 조르제 시미온(George Simion)이 1위로 결선투표에 진출하자, 프랑스 등 전 EU는 비상이 걸렸다. 그의 상대는 친 유럽 성향의 니쿠쇼르 단(Nicușor Dan) 부쿠레슈티 시장이었다. 두로프가 프랑스의 선거 개입을 폭로한 것은 결선 투표 당일인 5월 18일이었다. 그는 그 날 텔레그램 채널에서 유럽 국가 중 한 나라가 루마니아 대선을 앞두고 시미온 후보를 지지하는 보수 성향 여론을 제압해달라고 요청했다고 했다. 이어 그는 이러한 요청을 단호하게 거절했다고 한다. 텔레그램은 루마니아 사용자의 자유를 제한하거나 정치 채널을 차단하지 않을 것이라 밝히기도 했다. 두로프는 국가의 이름을 밝히지 않았지만, 바게트 이모티콘을 첨부하면서 논란이 되었다. 바게트는 프랑스를 상징하고 있기 때문이다.
두로프는 민주주의를 파괴하면서 민주주의 수호는 있을 수 없고, 선거에 개입하면서 타 국가의 선거 개입을 막을 수 없다고 주장했다. 이어 표현의 자유와 공정한 선거는 하나만 선택할 수는 없으며 루마니아 국민들은 둘 다 누릴 자격이 있다고 적시했다. 그러자 프랑스 당국은 즉각 반격에 나섰다. 프랑스 외무부는 프랑스가 루마니아 대선에 개입했다는 근거 없는 의혹이 텔레그램과 X에 유포되고 있다고 주장했다. 따라서 프랑스는 이러한 의혹을 단호히 부인하며 의혹을 재기한 사람이 넷상에서 책임있게 행동하고 루마니아 민주주의를 존중할 것을 촉구한다고 했다. 프랑스 대외안보총국(DGSE) 또한 두로프를 여러 차례 만나 테러와 아동 포르노 위협을 예방하는 그의 책임을 강조했다며 루마니아 선거와 관련된 주장을 부인했다. 물론 루마니아 외무부도 두로프의 게시물을 캡처한 뒤 "Fake"라고 적었다.
그러나 두로프는 지난 5월 20일 SNS에서 프랑스 정보기관이 자신을 만났다는 사실을 인정했다며 그들은 테러와 아동 포르노에 맞서기 위한 것이었다고 했지만, 아동 포르노는 언급조차 되지 않았다. 이야기의 주요 목적은 항상 지정학적인 문제를 두고 언급했었고, 루마니아, 몰도바, 우크라이나 같은 나라들이 주 내용들이었다고 반박했다. 두로프는 2025년 봄, 니콜라 레르네르(Nicolas Lerner) 프랑스 대외안보총국 국장이 크리용 호텔에서 루마니아 대통령 선거 전에 보수 세력의 움직임을 차단해 달라고 요청하기도 했다. 이는 엄연히 국제 개입에 위한 선거 공작이다. 텔레그램은 러시아, 벨라루스, 이란에서 시위대를 차단한 적이 없으며, 유럽에서도 차단하지 않을 것이라 강조하면서 시민들의 정치 발언에 대한 자유를 지키겠다 했ㄷ다.
결선 투표 결과, 친유럽 성향의 니쿠쇼르 단 후보가 53.6%의 득표로 대통령에 당선됐다. 여론조사에서 앞섰던 시미온 후보는 46.40%의 득표에 그쳤다. 이에 시미온 후보는 당연히 반발했다. 결선 투표 이틀 뒤인 5월 20일 X를 통해 루마니아 헌법재판소에 선거를 무효화할 것을 요구했다. 지난 2024년 12월 선거가 취소된 것과 같은 이유로, 외부 개입이 입증됐으니 선거를 취소해야 한다고 주장했다. 나아가 전 세계의 보수주의자들과 연합해 투쟁을 계속하겠다고 약속했다. 두로프는 시미온의 성명을 공유하며 "루마니아 민주주의에 도움이 된다면 증언하러 갈 준비가 되어 있다(I'm ready to go and testify if it helps Romanian democracy)."고 밝혔다. 그러나 루마니아 헌법재판소는 5월 22일에 열린 시미온의 제소를 기각했다. 뒤이어 루마니아에서는 프랑스 대외안보총국 국장이 결선 결선 투표 며칠 전인 5월 14일에 루마니아를 방문해 정보국 관계자들과 만났다는 폭로가 나왔다.
이에 두로프는 다시 X에 다시 글을 올려 루마니아 선거 전에 텔레그램에서 보수적인 목소리를 제거해달라고 요청한 레르네르 대외정보총국 국장이 루마니아를 방문한 것으로 확인됐다고 했다. 일찌기 자신을 체포한 프랑스를 겨냥한 그의 폭로전이 어디까지 갈 것인지에 대해 짐작하기 어렵다. 다만, 러시아 정보국의 정보 제공 압력에 자신이 처음 만든 SNS 브콘닥테(VK)를 과감하게 버리고 조국인 러시아를 떠난 그의 반골 기질을 감안한다면, 프랑스 정보당국도 이에 대처하기 쉽지 않을 것으로 보인다.

Telegram founder Pavel Durov exposes French intelligence intervention in Romanian presidential election

Telegram founder Pavel Durov has a deep grudge against France. Durov has exposed French intelligence intervention in Romania’s presidential election. The 2024 Romanian presidential election was clearly problematic, as pointed out by U.S. Vice President J.D. Vance. When the current right-wing candidate, Calin Georgescu, won the first round of voting, the Constitutional Court invalidated the election itself, citing suspicions of Russian interference. At the time, the Romanian Intelligence Service (SRI) announced the results of an investigation that found that about 25,000 Telegram accounts had been posting explosively about Georgescu in the 15 days leading up to the election. SRI described this as an active hybrid attack by Russia and warned that Russia could interfere in the runoff election as well. It seems that the EU will now blame Russia for anything it does not want.
When the first round of voting, which was held again after the defeat of candidate Kalin Giorgioscu, resulted in the second round of voting, and the right-wing candidate George Simion from Romania came in first, the entire EU, including France, was on high alert.
