민생회복 소비쿠폰의 1차 지급 대상은 2025년 6월 18일을 기준으로, 국내에 거주 중인 전 국민이다.
지원금액은 전 국민 1인당 15만 원을 기본으로 하되, 소득별 맞춤형 지원을 위해 차상위계층과 한부모가족은 1인당 30만 원, 기초생활수급자는 1인당 40만 원으로 결정됐다.
