국토교통부는 현재 진행 중인 전체 지역주택조합 사업에 대한 분쟁 현황조사를 실시(6월 20일~7월 4일)한 결과, 전국 618개 지역주택조합 중 187개 조합(30.2%)에서 293건의 민원 등 분쟁이 있는 것으로 확인됐다고 8일 밝혔다.
지역주택조합 제도는 주택수요자가 스스로 공동주택을 건설하기 위해 도입됐으나, 토지확보의 어려움과 추가분담금 문제 등으로 인한 조합원 피해, 낮은 성공률 등의 문제가 지속적으로 제기돼 왔다.
특히, 최근 사업추진과정에서 조합과 조합원 간 분쟁, 조합과 시공사 간 분쟁과 조합원 피해 문제가 제기됨에 따라 국토부는 지자체를 통해 현재 진행중인 전체 지역주택조합 현장에 대해 분쟁현황을 조사했다.
분쟁이 발생하는 주요 원인은 사업초기단계인 조합원모집·조합설립인가 단계에서는 부실한 조합운영(52건), 탈퇴․환불 지연(50건) 순으로 많았다.
사업이 본격 추진되는 사업계획승인 이후로는 탈퇴·환불 지연(13건), 공사비(11건) 등과 관련한 분쟁이 많이 발생하는 것으로 나타났다.
분쟁이 발생한 187개 조합 중 조합원 모집단계인 조합이 103개, 설립인가된 조합과 사업계획승인 이후 조합이 각각 42개다. 이는 사업초기 불투명한 정보와 토지확보 및 인허가 지연 등에 따른 문제에서 기인하는 것으로 보여진다.
분쟁조합이 가장 많은 지역은 서울지역으로 전체 110개 조합중 63개 조합에서 발생했으며, 경기(32개/118개), 광주(23개/62개) 등 지역주택조합 사업을 많이 추진하고 있는 지역에서 주로 발생하는 것으로 나타났다.
