더불어민주당 대표 선거에 출마한 박찬대 의원은 호남을 찾아 “내란범에 대한 사면·복권을 제한하는 내용의 '내란특별법'을 발의한다”고 밝혔다.

박 의원은 8일, 전북도의회에서 기자회견을 열고 "민주당의 심장 호남에서 윤석열 내란을 완전히 종식하고 새로운 대한민국으로 나가기 위한 특별법 발의를 보고 드린다"고 말했다.
특별법은 ▲ 내란범 사면·복권 제한 ▲ 내란범 배출 정당에 대한 국고보조금 차단 ▲ 내란재판 전담 특별재판부 설치 ▲ 내란 자수·자백자 및 제보자에 대한 형사상 처벌 감면 ▲ 내란범 '알 박기 인사' 조치 시정 등의 내용을 담았다.
박 의원은 "이번 특별법은 내란범의 사면·복권을 제한해 내란범을 철저하게 사회에서 격리하고 온전히 처벌받게 해 역사의 교훈으로 삼도록 했다"고 설명했다.

이어 "내란을 몸으로 막은 시민의 헌신에 대해 기억하는 기념사업과 민주교육을 의무화하는 한편, 내란 수괴 및 그 일당이 저지른 왜곡된 인사, 알 박기 인사를 바로잡도록 했다"며, "'제2의 5공 청문회'에 버금가는 '윤석열·김건희 내란 청문회'를 열겠다"고 밝혔다.
