이재명 대통령이 22일 "(민생회복 소비쿠폰은) 소득 지원 효과도 있으나 더 크겐 소비 지원·회복이란 생각을 갖고 각 부처 단위로 추가 소비 진작 프로그램을 준비하라"고 했다.
이 대통령은 이날 오전 용산 대통령실에서 열린 제32회 국무회의에서 "어렵게 사는 사람들이 참 많다는 생각"이라며 이같이 밝혔다.
그러면서 "(민생회복 소비쿠폰에 따른) 물가 상승 압력이 있을 수 있다"며 "소비 쿠폰을 지급 않았을 때도 이런저런 핑계로 물가가 납득할 수 없는 정도로 자꾸 올랐는데 물가 관리도 신속 엄정히 임해 주시기 바란다"고 했다.
이어 "지급 대상에서 일부 누락되는 일이 발생 않도록 사각지대가 최소화될 수 있도록 지방 정부들을 독려해 확실히 나서주시길 부탁드린다"며 "온라인 디지털로 대체로 신청하게 되는데 소외된 분들이 계시기 때문"이라고 했다.
또 "국민들이 죽어가는 그 엄혹한 현장에서 음주 가무를 즐기거나 대책 없이 행동하는 정신 나간 공직자는 아주 엄히 단속하길 바란다"며 "재난 과정서 참 열심히 근무하는 공무원들도 많이 보이는데 모범 사례를 최대 발굴해 사회 모범이 될 수 있도록 조치해달라"고 했다.
더불어 "이번 장마·폭우를 보면서 기존 방식·대응책만으로 한계가 있다는 생각이 좀 들었다"며 "근본 대책을 새롭게 구성해 보도록 총리가 강구해보고 상황도 정확히 종합 분석해 보면 좋겠다"고 했다.
이 대통령은 "지역·유형별로 자연재해에 대한 종합 대응 시스템을 새롭게 구축해주시기 바란다"며 "교량·댐 같은 사회 기반 인프라 정비도 속도를 내야 할 것 같다"고 했다.
이어 "우리 사회는 죽음이 너무 많고, 재난 재해로 인한 사망도 많으며 일터에서 산업재해로 사망하는 사례도 너무 많다"며 "스스로 생을 마감하는 자살 사례도 전 세계적으로 가장 많은 축에 속한다"고 했다.
또 "최근 산업재해 사망은 돈을 벌기 위해 비용을 아끼다 생명을 경시해 생기는 경우가 상당히 많다"며 "먹고 살겠다고 간 일터가 죽음의 장이 되었어야 되겠냐, 산업재해 사망 현장을 한 번 조속한 시일 내 방문해 현황·대응책을 강구해 보도록 하겠다"고 했다.
