2022년 2월 러시아의 우크라이나 침공 이후 국제사회의 진영화 구도가 심화되면서 오랫동안 소원했던 러시아와 북한 관계가 복원 수준을 넘어 북한이 러시아를 지원하기 위해 우크라이나전쟁에 파병까지 하는 혈맹관계로 발전했다.

이번에 출간된 1권에서는 한국의 자체 핵보유 필요성과 추진전략, 핵잠재력 확보문제 등이 논의된다. 『한국의 핵안보 프로젝트』 총서 집필에 약 50명 정도의 저명한 국내 및 해외 전문가들이 참여하고 있다. 필자들은 전문성, 명망, 경력 등 모든 면에서 탁월한 전·현직 대학교수, 싱크탱크 연구위원, 고위급 외교관, 예비역 고위 군 간부, 정부 관료 등으로 총망라되어 있다. 이들의 전공 분야는 국제정치, 국제법, 지역학(북한, 미국, 중국, 일본, 러시아, 유럽, 중동, 중남미 등), 군사학, 리더십, 핵공학, 방호학 등으로 매우 다양하다.
