이 사업은 2021년 7월 경주시, 한수원, 농협은행 간 체결된 3자 협약에 기반하며, 한수원이 농협은행에 1,000억 원을 예치하고, 해당 예치금에서 발생하는 이자를 활용해 중소기업의 대출 이자 일부를 보전하는 구조다. 올해로 시행 5년 차를 맞은 이 사업은 민·관 협력의 대표적인 성공 사례로 평가받고 있다.
융자 대상은 경주시에 본사, 지점(영업소), 또는 공장을 둔 중소기업으로, 기업당 최대 10억 원까지 대출이 가능하다. 대출금리는 연 3.16% 수준으로 낮추어 지원되며, 상환 조건은 1년 거치 후 약정 상환 방식이다. 단, 2년 연속 지원을 받은 기업은 1년간 유예 기간 후 재신청할 수 있다.
신청은 두 차례로 나뉘어 진행된다.
1차 접수는 7월 24일부터 25일까지 이틀간 진행되며, 신청 자격은 한수원 협력 중소기업 중 최근 5년간 본 사업에 처음 신청하거나 경주시로 본사나 공장을 신설 또는 이전한 기업이다.
2차 접수는 7월 28일부터 8월 10일까지로, 기존 대출 연장이나 신규 대출을 희망하는 기업이 대상이다. 이후에는 9월부터 매월 1일부터 10일까지 상시 접수가 가능하며, 자금 소진 시까지 운영된다.
기업이 신청을 위해서는 사전에 해당 금융기관과 대출 상담을 마친 뒤, 경주시 기업투자지원과(기린빌딩 8층)를 방문해 서류를 제출해야 한다. 경주시의 융자 추천을 받은 후, 최종 대출은 농협은행을 통해 이뤄진다.
주낙영 경주시장은 “경주상생협력기금은 단순한 금융지원을 넘어 민·관이 협력해 지역 경제를 살리는 상생 모델”이라며 “지역 기업들이 경주의 미래를 견인하는 주체로 성장할 수 있도록 아낌없이 지원하겠다”고 밝혔다.
한편, 경주시는 지난 2022년부터 2024년까지 3년간 총 432개 기업에 약 3,300억 원 규모의 이차보전 혜택을 지원해왔다.

The second round of applications will be held from July 28 to August 10, and is for companies that wish to extend existing loans or take out new loans. After that, applications will be accepted on a regular basis from the 1st to the 10th of every month starting in September, and will be operated until the funds are exhausted.
In order for companies to apply, they must first complete a loan consultation with the relevant financial institution, and then visit the Gyeongju City Corporate Investment Support Division (8th floor of the Kirin Building) to submit documents. After receiving a loan recommendation from Gyeongju City, the final loan is made through Nonghyup Bank.
Mayor Joo Nak-young of Gyeongju said, “The Gyeongju Mutual Growth Cooperation Fund is a mutual growth model that goes beyond simple financial support and revitalizes the local economy through public-private cooperation,” and added, “We will spare no support so that local companies can grow into the driving force of Gyeongju’s future.”
Meanwhile, Gyeongju City has supported secondary conservation benefits worth about 330 billion won to a total of 432 companies over the past three years from 2022 to 2024.
