시는 ‘경주 라원 설치 및 운영 조례안’을 마련하고, 오는 8월 13일까지 20일간의 입법예고 절차에 들어갔다고 29일 밝혔다. 이번 조례안은 라원의 설치 목적과 운영 방식, 이용료 체계, 감면 기준, 민간위탁 및 자문기구 구성 등 전반적인 운영 기준을 명확히 규정하고 있다.
‘경주 라원’은 전시관, 야외정원, 편의시설 등으로 구성된 복합 문화공간으로, 시민과 관광객에게 자연과 예술, 휴식을 아우르는 체험형 콘텐츠를 제공할 예정이다.
조례안에 따르면 라원은 매주 월요일과 설·추석 명절, 1월 1일, 시설 점검일을 제외하고 연중 운영된다. 관람 시간은 오전 9시 30분부터 오후 7시까지로 설정됐다.
입장료는 전시관의 경우 일반 성인은 1만4,000원, 라원은 2,000원이며, 경주시민에게는 각각 6,000원과 1,000원으로 할인 적용된다. 또한 유아, 장애인, 국가유공자, 기초생활수급자, 투표 참여자 등은 입장료의 60%까지 감면받을 수 있도록 했다.
운영은 민간위탁이 가능하며, 자문위원회 기능은 현재 경주동궁원 자문위원회가 대행하게 된다. 시는 이 같은 내용을 담은 조례 제정을 통해 경주 라원이 지역 대표 관광 명소로 자리매김할 수 있도록 행정적 지원을 강화할 방침이다.

한편, 경주시는 올해 하반기 ‘경주 라원’ 개장을 목표로 시설 마무리와 더불어 본격적인 운영 준비에 박차를 가하고 있다. 조례안에 대한 의견은 경주시 동궁원 기획운영팀에 우편, 팩스, 이메일 등을 통해 제출할 수 있다.

Meanwhile, Gyeongju City is accelerating preparations for the full-scale operation of "Gyeongju Rawon" with the completion of facilities, aiming for its opening in the second half of this year.
