최민호 세종시장이 새 정부의 국정과제 확정을 앞둔 현시점을 세종시가 획기적인 변곡점을 맞이할 수 있는 골든타임으로 봤다.
최 시장은 12일 시청 집현실에서 간부회의를 통해 “새 정부의 국정과제와 조직 개편안이 윤곽을 드러내고 있다”며 “이에 따른 대대적인 정책 변화가 예고되는 만큼 남다른 각오를 가져달라”고 말했다.
그러면서 이날 예정된 박수현 국정기획위원회 국가균형성장특별위원장과의 면담을 비롯해 새정부 주요 관계자들과의 만남을 통해 제안할 수 있는 국정과제급 사업들을 일목요연하게 추려달라"고 요청했다.
그는 세종시 현안이자 전국적인 문제인 상가공실을 해소할 수 있는 ‘상가건물 임대차보호법 개정안’을 대표적인 사례로 꼽았다.
앞서 최 시장은 지난해 12월 대한민국시도지사협의회 총회에서도 상가건물 임대차보호법 개정안을 공식 제안한 바 있다.
해당 개정안은 공실률이 일정 수준(50%) 이상일 경우 임차인의 상가 계약 갱신 요구권 상의 기간을 현행 10년에서 5년으로 줄여 임대인의 장기 재계약에 대한 부담을 줄이고 신규 계약 임차료를 낮추도록 유도해 상가공실 해결 및 지역경제 활성화에 기여하는 것을 골자로 한다.
이와 함께 세종국제기술교육센터를 중심으로 한 ‘한국-베트남 ICT 인력 양성 모델 구축’ 사업으로 국내 혁신 인재 양성의 기틀을 닦을 수 있도록 국정기획위원회에 의견을 개진하겠다고 설명했다.
또, 무인교통단속장비 과태료 수입의 지방세입 전환과 빈집세 도입 등도 국가차원에서 검토해 관련 제도가 마련되도록 힘쓰겠다고 덧붙였다.

최 시장은 “남아 있는 2년이라는 시간은 결코 길지 않다”며 “특히 중요한 것은 대회에 참가하는 1만 5,000명의 선수들이 세종시에 흠뻑 빠져들게 하는 것”이라고 역설했다.
그러면서 대회 참가선수들과 가족, 응원단이 12일간 세종시에 머물면서 즐길 수 있는 충청권 관광 코스에서 숙소, 음식, 세부 프로그램까지 모든 것을 만족할 수 있는 총괄적인 대비를 주문했다.
최 시장은 “대학생으로 구성된 참가선수들은 미래에 세종시를 방문하는 관광객이 될 것”이라며 “세종시를 사랑할 수 있는 1일 단위의 세부적인 일정표를 제작해야 한다”고 밝혔다.
이 밖에도 오는 9월부터 새롭게 운영을 시작하는 세종평생교육정책연구원의 출범 준비에 소홀함이 없도록 하고, 내년 조치원복숭아 축제에 물놀이 콘텐츠를 추가 강화할 것을 주문했다.
