포항시, 2025 을지연습 돌입…비상대응 역량 강화

을지연습은 국가 비상사태 발생 시 정부와 지자체, 공공기관이 종합 대응 역량을 점검하는 훈련으로, 올해는 18일부터 21일까지 4일간 전국에서 동시에 진행된다.

올해 훈련은 전시 상황을 가정해 전시 직제 편성, 행정기관 소산·이동, 전시 현안 대응 토의 등으로 구성됐다. 특히 19일에는 ‘여객기 드론 피폭에 따른 불시착 상황’을 가정한 대응 및 수습 모의 토의가 진행되며, 20일 오후 2시에는 전국 단위 공습 대비 민방위 훈련이 실시된다.

민방위 훈련에서는 주민대피 훈련과 함께 긴급차량 길 터주기, 북포항 CGV 등 다중이용시설 대피 훈련 등 시민 참여형 프로그램도 마련됐다.

장상길 포항시 부시장은 “변화된 안보 환경 속에서 실전처럼 훈련에 임해 각 기관의 대응 능력을 점검하겠다”며 “민·관·군 공조 체계를 강화하고 부서별 문제점을 보완해 시민 안전을 지키는 실질적인 대비태세를 갖추겠다”고 밝혔다.
