【브레이크뉴스 구미】진예솔 기자=국민의힘 구자근 국회의원(경북 구미시갑)이 18일 지역 상권 활성화 구역 내 빈 점포 활용을 지원하는 ‘지역상권 상생 및 활성화에 관한 법률 일부개정법률안’을 대표발의했다.
구자근 의원이 중소벤처기업부로부터 제출받은 자료에 따르면, 2025년 7월 기준 전국 17개 자율상권구역 내 5,748개 점포 중 910개(15.8%)가 빈 점포로 방치돼 있는 것으로 나타났다.
구미시 ‘문화로’ 자율상권구역의 경우 432개 점포 중 42개(9.7%)가 비어 있는 것으로 확인된다.
개정안은 현행법상 실태조사 항목에 ‘빈 점포 현황’을 추가하고, 빈 점포를 교육·문화 프로그램 행사 장소, 고객 안내·편의시설, 청년 창업 보육 공간 등으로 활용할 수 있도록 지원 근거를 신설하는 내용을 담고 있다.
구자근 의원은 “빈 점포 활용을 통해 지역상권이 새로운 활력 공간으로 재탄생하고, 지역 경제 회복에 기여할 수 있을 것”이라고 말했다.

On the 18th, People Power Party lawmaker Koo Ja-geun (Gumi City Gap, North Gyeongsang Province) introduced a bill to partially amend the Act on the Coexistence and Revitalization of Local Commercial Districts, which supports the utilization of vacant stores within local commercial districts.
According to data submitted to Koo by the Ministry of SMEs and Startups, as of July 2025, 910 (15.8%) of the 5,748 stores in 17 autonomous commercial districts nationwide were vacant.
In the "Munhwa-ro" autonomous commercial district in Gumi City, 42 (9.7%) of the 432 stores were found to be vacant.
The amendment adds a "vacant store status" item to the current law's on-site survey requirements and establishes a new basis for support to utilize vacant stores as venues for educational and cultural programs, customer information and convenience facilities, and youth entrepreneurship incubation spaces.
Rep. Koo Ja-geun said, “By utilizing empty stores, local commercial districts can be reborn as new, vibrant spaces and contribute to the recovery of the local economy.”
